This refers to the inspection conducted by Mr. Nemen M. Terc of this office.and *

other accompanyina personnel during the pericd )ctober 17-20, 1988, of

activities authorized by NRC Operating License DPR-46, for Cooper Nuclear

Station and to the discussion of our findings with Mr. Hugh Parris,

Vice President - Production and members of his staff at the conclusion of the

inspection.

Areas examined during the inspection included the implementation of the *

emergency pian and procedures during the annual emergency response exercise.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel and

observations by the NRC inspector.

Within the scope of this inspection no violations or deviations were

identified.

The enclosed raport identifies 11 deficiencies in your emergency preparedness

program, as discussed in 10 CFR 50.47(b)(14) and Appendix E.F.5. You are

required to provide this office with a description of your corrective actions i

and a schedule for imnlementation within 30 days after receipt of this letter.

We are concerned that the number and nature of the deficiencies identified in

this inspection are an indication of a decrease in effectiveness of your

emergency preparedness program. As discussed in the telephone conversation on

Novemoer 14, 1988, between your Mr. G. /.. Trevore and Mr. R. L. Bangart of

this office, a meeting has been schduled at 9:00 a.m. on December 13, 1988, in

the Region IV office to discuss these matters. ,

We have also examined actions you have taken with regard to previously  ;

identified inspection findings. The status of these icems is identified in i

paragraph 2 of the enclosed report. [
