Gentlemen:

This refers to the inspection conducted by Messrs. D. D. Chamberlain, W. B.

Jones, R. P. Mullikin, R. E. Farrell, and W. R. Bennett of this office during

the period October 31 through November 30, 1985, of activities authorized by

t -NRC Operating License NPF-47 for River Bend Station, and to the discussion of

our findings with you and other members of your staff at the conclusion of the

inspection.

, Areas examined during the inspection included review of licensee action on

previous inspection findings, status of facility operating license conditions,

site tours, control and use of field change notices, licensee quality concern

. program review, initial criticality witness, pipe support and restraint systems

testing, human engineer.ing discrepancies (HEDs) review, startup test procedures

review and startup test witness. Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews

with personnel, and observations by the inspectors. These findings are

documented in the enclosed report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirerr,ents. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your re,sponse should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

The response directed by this. letter and the accompanying Notices are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
