Gentlemen:

Subject: Combined Inspection Report Numbers 50-245/86-06 and 50-336/86-06

A routine safety inspection of your solid radioactive waste preparation,

packaging and shipping program was conducted by Mr. P. Clemons of this office

on March 24-27, 1986, of activities authorized by NRC License Nos. DPR-21 and

DPR-65. Our findings were discussed with Mr. W. Romberg and other members of I

your staff at the conclusion of the inspection on March 27, 1986.

. The areas examined during this inspection are described in the NRC Region I

l Inspection Report which is enclosed with this letter. Within these areas, the

l inspection consisted of selective examination of procedures and representative

,

records, interviews with personnel and observations by the inspector. The

l inspection indicated an apparent loss of management control of certain aspects

of the radwaste program. Several items were identified as not being conducted

i in full compliance with NRC requirements. Details are provided in the

i enclosed inspection report.

We are concerned about the number of problems associated with transportation

!

requirements at Millstone Point Nuclear Power Station identified in the

i Inspection Report. In addition, similar problems were identified during an

,

inspection at the Haddam Neck Nuclear Power Plant as described in NRC Region I

j Inspection Report No. 50-213/86-04. Further, several violations were brought

to your attention in Notices of Violation dated June 18, 1985, for the

Millstone Point Nuclear Power Station and in June 24, 1985, for the Haddam

'

Neck Nuclear Power Plant. These violations and weaknesses in your program

'

were also identified in NRC Region ! Inspection Reports 50-245/85-11,

50-336/85-14, and 50-213/85-09. Accordingly, we have scheduled an enforcement

conference with you in the Region I office on June 18, 1986, at 1:15 p.m., t)

discuss the recent identified problems, previously identified violations and

j program weaknesses, associated causes, reasons for re-occurrence, and your

corrective actions. Enforcement action will be the subject of separate

correspondence at a later date.
