q STATUS OF APPENDIX R Technical Specifications - The Appendix R TSCR was originally submitted to NRC on 9/30/85. The most recent change request is dated 2/10/87. To date no Amendment has been received, however, we are implementing the requirements.
Inspection Items Violation 85-022-01 Lack of exemption to III.G.2 Exemption Request submitted 7/1/86 Compensatory Measures submitted 4/14/86 and 4/23/86 Compensatory Measures approved 6/3/86 Exemption Request revised 10/14/86 No approved exemption has been received from NRR, however, all provisions are in place (ie, Spare Service Water Pump Motor, Demin water hook-up). NRR is currently working on getting this exemption approved.
Violation 85-022-02 Emergency Lights.
Additional batteries were installed to double the capacity of the units. This was completed Summer, 1986.

Item 7 - As discussed earlier, BRP was exempt from an Oil Collection System (1/16/87)
Item 8 - Circuit Separation / Associated Circuits was reviewed during the 1985 inspection. The Fire Protection Summary submittal (2/27/87) does discuss separation, however, any additional questions can be discussed during the inspection.
Item 9 & 10 - Procedures used for fire response and damage control are contained in the Operations Manual. A copy of these procedures is provided.
Item 11 - As discussed earlier in Open Item 85-022-011, a current SSA and FRA were submitted to NRC in a letter dated 2/27/87.

2.0 SCOPE This procedure describes immediate actions to be taF.en by plant employees and visitors in response to a fire emergency on the plant site. Follow up actions are noted for those employees having direct responsibilities for fice protection.
3.0 REFERENCE DOCUME.VTS None 4.0 DEFINITIONS None 5.0 COURSE OF ACTION 5.1 FIRE LOCATIONS 5.1.1 Fires can occur in three basic areas:
- a. Inside the Plant,
- b. Outside the Plant.
- c. Outside the fenced boundary.
The Plant Fire Brigade has the primary responsibility for extin-guishing fires located in the Plant or outside the Plant but may be assisted by the Charlevoix Fire Department.
The Charlevoix Fire Department has the primary responsibility for extinguishing fires outside the fenced boundary.
5.2 DISCOVERY 5.2.1 Obse rva tion Any person discovering a fire shall call the Control Room immediately by dialing 200 or alternates 162 and 163 and give the location and nature of fire. The person snall then attempt to contain or extinguish the fire af ter taking all necessary precautions to protect himself from undue hazards.

NOTE: For alarm response and settings, refer to Volume 3, Operating Procedures Section ALP 1.6.
5.3 FIRE ALARM 5.3.1 The Control Rcom Operator will announce twice on the PA System:
"Fire in/at and give location." The Control Room Operator will then sound a series of short blasts on the Plant siren for a total of 30 seconds followed by another announcement of the location.
NOTE: Special provisions for response to the East Office Building fire alarm are provided in Attachment 12 of this procedure.
5.4 PERSONNEL RESPONSE 5.4.1 The Plant Superintendent and the Chemistry and Health Physics Superintendent will report to the Technical Support Center if they are on site.
5.4.2 The Production and Performance Superintendent and the Operations Supervisor will report to the Control Room if they are on site.
5.4.3 The on-duty Shif t Supervisor will respond to the control room.
5.4.4 Security Officers will respond to the Security Building or as directed by the Security Shif t Leader.
5.4.5 The Radiation Protection Technician will respond to the fire scene, following guidance given in Attachment 8.
5.4.6 Maintenance Personnel will assemble in the Machine Shop, following guidance given in Attachment 9.
5.4.7 Unescorted Employees and Visitors will remain at their present location unless threatened by the fire emergency or as directed by Public Address System announcement.
5.4.8 Escorted personnel shall remain with their escorts. Plant personnel assigned to specific actions listed above may transfer escort duties to other employees before responding. ,
5.4.9 Supervisors and other personnel should report any worker who might be trapped in the fire area to the Control Room.

I VOLUME 1 ADMINISTRATIVE PROCEDURES Rsvision 1 PROCEDURE 4.4.4 - FIRE PROTECTION Pagn 4 of 21 ALARM AND RESPONSE 5.5 FIRE BRIGADE RESPONSE The Fire Brigade shall report to the scene of the fire with the equipment listed in Attachment 4, 5, and 6, Fire Emergency Actions and Responsibilities.
5.5.1 Inside The Protected Area Fence
- a. The Control Room Operator 2 serves as Fire Brigade Leader, I following directions given in Attachment 5.
- b. The Auxiliary Operators perform duties of Initial Responders, as outlined in Attachment 6. ;
- c. The Security Of ficers perform duties of Initial Support, as outlined in Attachment 6.
5.5.2 Outside The Protected Area Fence 1
- a. The Senior Security Officer assigned to the Fire Brigade serves as Fire Brigade Leader, following directions given in Attachment 5.
- b. The second Security Officer assigned to the Fire Brigade performs the duties of Initial Responder, as outlined in Attachment 6.
- c. The Auxiliary Operators perform the duties of Initial Support, as outlined in Attachment 6.
5.6 FIRE BRIGADE / PRECAUTIONS AND GUIDELINES 5.6.1 Self-contained breathing units shall be worn for protection against airborne activity, oxygen deficient areas, toxic gases or when specified by the Property Protection Supervisor or Brigade Leader. If visibility is restricted, lifelines should be utilized upon entry.
NOTE: Most electrical cables give off toxic fumes when burned.
5.6.2 First attempts to extinguish fires should be with portable fire extinguishers unless a sprinkler is already in operation; then the extinguishers should be used to supplement the sprinklers.
Sprinklers should never be valved out of service until it is determined that the fire is completely extinguished. This determination will be made by the Brigade Leader.
5.6.3 Flammable gas fires should be contained rather than extinguished (especially indoors) until the fuel source can be shut off.
Extinguishing a gas fire could result in an explosive atmosphere which could be more catastrophic than the fire itself.

VOLUME 1 ADMINISTRATIVE PROCEDURES Revision 1 PROCEDURE 4.4.4 - FIRE PROTECTION Paga 5 of 21 ALARM AND RESPONSE 5.6.4 Electrical equipment involved in a fire should be de-energized if possible unless it interferes with the safe operation of the reactor. CO2 or dry chemical should normally be used first against electrical fires. However, if water has already been used (such as sprinkler system), dry chemical should not be used if CO2 is available. The chemical will adhere to the equipment and reduce its insulating quality possibly creating a safety hazard.
When water is deemed necessary to extinguish an electrical fire, the brigade will establish a water fog pattern before approaching the equipment. A distance of at least 15 feet eust be maintained between nozzleman and the equipment and care suet be taken not to enter or stand in streams floking from the energized equipment.
(Fi?ber boots are not electrical' insulators.)
5.6.5 Flattable liquid fires will normally be extinguished using dry chemical or CO2 Water is also effective if used in a fog pattera. Fice fighters should be especially watchful for reflashes due to hot metals or esbers and should not get too close to the liquid even t f the fire is extinguished.
5.6.6 Water is still the best eatinguishing agent for Class A fires (wood, paper, etc) and should te emp\oyed for this type of fire.
However, there are some ABO extingyishees loc /'.ed in the Plant that may be used for small fires.
5.6.7 Recent tests hsve shcwn that vster (fog) is the bee. extinguishing agent for cable tray fires since ' he t byrning ic4alta ion is a Class A fire.
5.6.8 Fire brigade sembers should approach aay hydrogen emergency with caution as hydrogen ignites very easily. Decause hydrogen contains no carbon, it burns with a very nonluminous flame (does not give off light) which is often invisible in daylight. Because of this reason, a person could actually walk into the flames.

- 1. Verify that the operating shift has initiated actions that will establish and maintain Plant operations in a safe manner.
- 2. Verify that personnel in the area of the fire have been accounted for.
- 3. Assure that the brigade leader is notified if rescue operations are needed.
- 4. If the Control Room must be evacuated, an appropriate alternate assembly area will be selected.
- b. Subsequent Action
- 1. Assure that appropriate parties on the emergency contact list, Attachment 11, have been notified. For fire lasting more than 10 minutes, reference Volume 9A, EPIP 1, Attachment 1-1, Pages 1 through 12.
- c. Responsibilities
- 1. Coordinate and be responsible for all activities onsite during emergency conditions that are required to ensure the safety of onsite personnel and the general public.

- 4. Be responsible to maintain history information of fire hoses and extinguishers. History will include recharges, hydrostatic testing and relocation.
- 5. Review all completed fire protectica tests and surveillances to ensure compliance with State, Federal, NML and NRC regulations.
- 6. Be responsible for coordination of recommendations concerning the updating and backfitting of the Big Rock Plant to applicable requiresents.
- 7. Be the Plant liaison with local fire departments and the Property Protection Department.

- 5. Shall be responsible for completion of precedures for testing and availability of fire detection, suppression and extinguishing systems at the Plant including all installed, portable equipment and barriers

- 4. Notify Security if the offsite fire department is responding.
- b. Subsequent Actions
- 1. Notify the On-Duty Superintendent.
- 2. Notify the Property Protection Supervisor (see Attachment 11, Emergency Contacts).*
- 3. Notify the Chemistry and Radiation Protection Supervisor if the offsite fire department is responding. (Needed to check and release equipment). (See Attachment 11, Emergency Contacts. )*

This way, any new alarms that might come in will be audible. When an alarm has cleared and can be reset, return the toggle switch to normal. (The string of detectors in that zone would be inoperable if the switch were left in bypass.) The orange bypass light comes on if any alarms are bypassed.

The Fire Protection Systen provides water for fire fighting service throughout the Plant and site. The systes also serves as a backup supply to the emergency condenser and supplies water to the Post Incident Systems.
2.0 TECHNICAL SPECIFICATIONS,AND PLANT REQUIREMENTS 2.1 TECERICAL SPECIFICATIONS

- 1. The reactor shall not be removed from the shutdown condition unless the Fire Protection System has both the electric and diesel fire pumps operable and ready for service.
- 2. Failure of the Fire Protection System electric fire pump and/or diesel fire pump or equipment tied to the Emergency Core Cooling System would require reactor shutdown from a power or refuel mode of operation.
- 3. The fire water makeup to the condenser hot well shall be disabled during power operation.
- 4. A fire brigade of at least 5 members shall be maintained on site at all times. This excludes 2 members of the minimum shift crew necessary for safe shutdown of the Plant and any other personnel required for other essential functions during a fire emergency.
NOTE: Fire brigade composition may be less than the minir_m requirements for a period of time not to exceed two hours to accommodate unexpected absence of fire brigade members provided immediate action is taken to restore the fire brigade to the minimum requirements.

- 6. Any time the Fixed Fire System is out of service for more than two hours, the duty Shif t Supervisor shall notify the property protection staff of the Jackson office as soon as practical.
It wild be the responsibility of Property Protection' Department to nottfy NHL of the conditions.
- 7. Flushing of hydrants, fire training or other routine uses of fire water during power operation must be limited to less than 400 gpa and less than 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> per year. Refer to Technical Specifications 11.3.1.4A.
3.0 PRECAUTIONS AND LIMITATIONS
- 1. Fire Systen pressure shall be 80 psig or greater.
- 2. T30-34 must be run monthly.
- 3. If tagging for maintenance clearance, special test, surveillance procedures, etc, require hand tightening of the handwheel of any of the following Limitorque Valves - MO-7073 and MO-7074, the valve sust be tested operable electrically by Remote Manual Control (RMC), and accumented to that effect when system is restored to normal af ter maintenance or test is completed.
- 4. No pump capacity tests are to be run during power operation.
- 5. It is not permissible to fill Fire Department pumper trucks from the Fire System manifold while the Plant is at power operation.
- 6. For a fire which requires the use of water to control, it is permissible to use fire hoses. In the event that a LOCA situation were to occur while a fire is being controlled by water, the fire hose water is to be secured. This would allow full fire water supply to be available for core cooling.
- 7. The substation Deluge Isolation Valve CV-4101 is normally open for "FPS" requirements and closes automatically for core spray valve open signals but may be reopened for "FPS" requirements '
when core spray is on recycle mode.
- 8. When power to RDS Actuation Cabinet AC-3 is interrupted, the diesel fire pump receives an auto-start signal. This is true ,
even when the control room switch is in inhibit. The pump can be stopped only by taking it out of AUTO at the pump control panel. When power is restored and no other trips are in, the auto-start signal disappears. ,
- 9. After running either fire pump check the relief valves on the post incident system at the containment spray headers for leakage. If leakage is found refer to SOP-8, Step 3.14. i BR0781-2034A-BA01-BA05

6.2 ELECTRIC FIRE PLMP 6.2.1 To Test Operate
- 1. Close VFP2 valve to accumulator from fire header.
- 2. Place jockey pump control selector to off.
- 3. Open VTP-IS6 drain valve on sensing line next to electric fire pump cabinet C-17 until pump starts.
- 4. Close VTP-186.
- 5. Place jockey pump control to auto.
- 6. Open VTP-2 valve to accumulator.
- 7. Manually stop the electric fire pump.
6.2.2 Manual Start of Electric Fire Pump
- 1. Press "Start" button on local control panel.
- 2. If pump fails to start, raise "Manual" lever on side of cab-inet upvs:4 to its full travel and release. This manually raises the breaker into the closed position and it will electrica'.ly lock in.
- 3. Pump may te stopped by pushing "Stop" button on control panel.

6.3.2 Manual Start Froe Control Cabinet
- 1. Place selector switch to "Man A" or "Man B." This selects the sta rting battery.
- 2. Press "Manual Start" on control cabinet.
- 3. To stop, place the selector switch at the control cabinet to "Of f" position, then turn and hold the selector switch on the engine's instrument panel to the "Off" position.
- 4. Af ter engine stops, return selector switch at the control cabinet to the "Auto" position.
NOTE: The engine's selector switch on the instrueent panel ,
has a spring return to the "Auto" position and does not ;
require resetting. - -- --
l 6.3.3 To Manually Start Diesel Fire Pump Usina Magnetic Switch Levers ,
CAUTION: Manually starting of the diesel fire pump using the ;
magnetic switch levers is only to be used if the diesel fire pump can not be started from the control cabinet.
Also, itsing the magnetic switch levers will bypass the 90 second lock-out relay in the control cabinet. ,
- 1. Place control cabinet switch to "Off" position. ;
- 2. Place the engine selector switch at the instrument panel to "Manual" Position. ,
- 3. Open the engine's cooling bypass valve (FP-11), if required.
4 Pull and hold either manual start lever until engine starts or for a cranking period of approximately 15 seconds. If engine fails to start - rest 15 seconds and repeat cycle with alternate manual start lever.
NOTE: If the engine fails to start, do not crank the engine for more than three cycles per lever.
- 5. To stop the engine, place and hold the selector switch on the engine's instrument panel to the "Off" position.

- 2. If above step fails, open 30-7066 to allow fire header pres-sure to drop and start pump.
NOTE: For specific instruction on the operation of the fire pumps for Reactor Depressurization System situations, refer to SOP-18 and/or EMP-3.3 procedures.
6.3.5 Battery Care 6.3.5.1 Take specific gravity readings on pilot cells daily,
- a. Temperature Correction - using the thermometer in the pilot cell, correct the specific grtvity for temperature.
- b. Water Level - the water level should be kept above the plates. ,
- c. Water Additions - cells in which water has been added should have several volumes of electrolyte withdrawn and reinserted l (using the hydrometer to promote mixing). Take another sample and if the specific gravity is 11.225 after mixing, place l that battery bank on manual charge, if it is not charging l already.

NO-7073 and NO-7074, the valve must be tested operable electrically by Remote Manual Control (R5C) and documented to that effect, when system is restored to normal af ter maintenance or test is completed.
7.1 ELECTRIC PIRE PUMP 7.1.1 To Remove Prom Service
- 1. Open Pump 480V Breaker at local panel.
- 2. Open pump breaker disconnects at local panel and tag with red Workmen's Protective Tag.
NOTE: Do not open disconnects while the local 480V Breaker is closed.
- 3. Close or check closed the following valves and tag with red Workmen's Protective Tag Pump Discharge FP-5.
NOTE: If work is to be done on control panel, open Pump Motor 480V Breaker 52-2B26 and tag with a red Workmen's Protective Tag.

VOLUME 3 OPERATING PROCEDURES - EMERGENCY Revision 137 EMP-3.10 - FIRE Page 1 of 10 1.0 FIRE This procedure gives guidelines for operator actions in the event of a major fire that affects the Main Condenser /Feedwater Systems or the RDS/ Core Spray Systems. It generally applies to major fires in the Turbine / Service Building or the Exterior or Interior Cable Penetration Areas. Appendix IV addresses major Screenhouse fires.
NOTE: THIS PROCEDURE DESCRIBES A SITUATION THAT COULD DEVELOP INTO A SITE EMERGENCY. NOTIFY THE SHIFT SUPERVISOR TO REFER TO THE SITE EMERGENCY IMPLEMENTING PROCEDURES, VOLUME 9A, FOR CLASSIFICATION AND EMERGENCY PLAN ACTIONS.
1.1 PRECAUTIONS This section provides guidelines which must be kept in mind during the use of this procedure.
Item 1: If the MSIV closes and the emergency condenser outlet valves cannot be opened from the Control Room, immediate action must be taken to open the valves from the Alternate Shutdown Building. Relief valves could start opening in as little as three minutes if the valves are not opened.
I, tem 2: If the emergency condenser outlet valves cannot be operated from the Control Room, go to the Alternate Shutdown Building and operate the Transfer Switchea (TRS-6602 for MO-7053, TRS-6603 for MO-7063) on the valve motor starter panels.
NOTE: If control is transferred, the valves will not open auto-natically on high pressure. Always crack open the valve Ommediately after transferring control to avoid any chance of overpressurizing the Primary System.
Use the Control Switches (RMC-6602 for MO-7053 and RMC-6603 for MO-7063) to operate the valves.
Item.3: If the Main Steam Isolation Valve (MO-7050) cannot be operated from the Control Room, go to the Alternate Shutdown Building and operate the Transfer Switch (TRS-6605) on the motor starter panel.
NOTE: If control is transferred, the valve will not close automatically on a containment isolation signal.
Use the Control Switch (RMC-6605) to close the valve. (Note that MO-7050 cannot be reopened from this panel.)
Item 4: Radio or telephone communication should be established between the Control Room and Alternate Shutdown Building.

If the CRD pump is used for makeup, turn it on and off as needed to keep level nearly full (~ 20" above centerline) in the steam drum. If the Fire System is used through the core spray valves, throttle the Fire System Valves (VFP-29 and/or VFP-30) outside containment to control level.
Item 6: Continuous radiation monitoring should be provided for personnel in containment during a fire.
Item 7: If an operator goes to the Alternate Shutdown Building after the emergency condenser has been put into service from the Control Room, transfer control of the outlet valves (Item 2) to the Alternate Shutdown Building right away to assure the valves do not spuriously close due to the fire. Check the position indication and check steam drum pressure to assure the emergency condenser is '
in se rvice.
1.2 SYMPTOMS 1.2.1 A severe fire in these areas could possibly cause loss of the Main Condenser, Feedwater System, Turbine-Generator, RDS, Core Spray, Offsite and Emergency Power Systems, as well as most nf the rest of the Plant systems.
1.3 AUTOMATIC ACTIONS 1.3.1 Fire detectors and sprinkler systems may activate depending on the location of the fire.
1.3.2 Depending on the fire, any number of actions could occur, such as Plant scram, turbine trip, loss of offsite power, etc.
1.4 IMMEDIATE OPERATOR ACTIONS Upon confirmation of a fire that involves cable trays in the interior cable penetration area or Exterior Penetration Room or that involves cable trays or safety-related equipment in the Electrical Equipment Room or Control Room panels:
1.4.1 The reactor shall be scrammed.
1.4.2 Crack open the Emergency Condenser Outlet Valves.
1.5 SUBSEQUENT OPERATOR ACTIONS This section is written assuming that the normal power and controls for the equipment have been lost due to the fire. The steps may or may not be applicable depending on the extent of the fire damage.

NOTE: If the fire is a fully involved cable fire in Control Room Panels C01 or C02, open Breaker 2A-14. Opening Breaker 2A-14 deenergizes Panel 2P in containment. This eliminates any chances of short circuits closing both emergency condenser inlet valves. If Breakers 2P-1 and 2P-3 are opened, then 2A-14 can be reclosed.
1.5.2 If for any reason the main condenser or Feedwater System is lost (such as loss of offsite power, loss of circulating water, or even loss of indication), close the Main Steam Isolation Valve (MO-7050).
1.5.3 If all forms of makeup to the Primary System are lost, the Number 1 Control Rod Drive Pump can be powered as follows. This should be done within one hour of the time makeup is lost. Note that this step requires the emergency diesel generator be DISCONNECTED from i the 2B bus. (Consider connecting the standby diesel generator to l power bus 2B).
- a. Stop the diesel generator if it is running. (Refer to SOP-28)
- b. Operate the Diesel Generator Transfer Switch (TRS-1401) on the east wall of the Diesel Generator Room to transfer power from bus 2B to the Alternate Shutdown System.
- c. Close the Alternar.e Shutdown System Main Fused Disconnect Switch (DISC-1441) next to the transfer switch.
- d. Manually restart the diesel generator. Refer to SOP-28.
Verify that generator comes up to proper output voltage (approximately 480V ac).
- e. At the north side of the equipment lock loading dock, operate the Control Rod Drive Pump Transfer Switch (TRS-1442). This transfers the pump from its normal power source to the diesel generator. Verify pump running by using control room indications, if possible, or by listening for the sound of the pump outside
, containment. Periodic checks should be made to verify continued operation. The condensate storage tank level can also be checked to verify that'it is dropping at a rate of about 25 gpe.

- f. Primary System level should be monitored from the Control Room if possible. If not, steam drum level indication is available on Panel C31 in the Alternate Shutdown Building. This instrument may be of fscale low due to shrinkage from the cooldown. It will eventually come back on scale with a CRD pump running.
If ASB steam drum level is not back on scale within eight hours, and there is no other positive indication that primary system level is rising, the CRD pump has most likely failed.
I If failure has occurred, provide system makeup from the core spray system as described in Step 3.10.5.4.
1.5.4 The Primary System cooldown rate should be controlled and monitored from the Control Room if possible. If not, steam drum pressure indication is available on Panel C31 in the Alternate Shutdown Building, along with a table of pressure versus temperature. The desired cooldown rate depends on the severity of the fire. For example, if no Primary System makeup is available (eg, CRD Pump Number 1 out of service at time of fire), then cooldown should be done as quickly as possible. Low pressure makeup would then be available from the fire water system through the Core Spray Valves. These valves may have to be opened manually when it is deemed safe to enter containment. (Primary System pressure below approximately 100 psi. Inhibit RDS if the Core Spray System is not operable.)
1.5.5 Makeup to the shell of the emergency condenser is required within four hours. Normal automatic makeup may or may not be available.
If not, attempt to open the Firewster Makeup Valve SV-4947, from the Control Room. If it cannot be operated from there, go to the Alternate Shutdown Building and operate the Transfer Switch (TRS-6618-1) on Panel C31. The valve can then be opened by turning and then releasing the control switch on Panel C31 (RMC-6618). If the valve still fails to operate. it may be due to blown fuses. Switch the primary-secondary Fuse Selector Switch (TRS-6618-2) to the secondary position. The valve should now operate. Once activated, the valve remains open for approximately 10 minutes (as it would from the Control Room). An Emergency Condenser Low Level Alarm light from LS-3550 is located on Panel C31 l to indicate need for makeup. Anothec light on C31, actuated from l the Flow Switch FS-4947, will enstgize when firewater flow is established.

NOTE: If the diesel generator is still connected to bus 2B at this poiat, do not transfer the diesel merely to run the booster pump in the next step.
NOTE: Maintenance should be called in to perform the electrical connections in the next step.
- a. CAUTION: Do not lift the tag and close the circuit breaker on MCCIE under these conditions, as the wires are disconnected at the motor.
Start the CRD Booster Pump. If the normal power is lost, open and tag the Circuit Breaker (MCCIE, Breaker No 52-1E27).
Disconnect the power leads at the pump motor. Tag open the CRD Booster Disconnect Switch (DISC-1442-1) and string out the cable stored on it at the equipment lock. Connect the con-ductors to the pump motor (the phases are marked). The booster pump can then be run by lifting the tag and closing the disconnect switch.
- b. Check that CV-4090 is open. If not, check the hand switch, then try opening the Breaker (1Y-7). If still not open, disable the linkage f rom the air operator by pulling the pin.
- c. Check that CV-4016 is closed. If not, close the adjacent manual Valves , VC-30 and VC-31.
- d. When the steam drum level is near full, (~ 20" above centerline) the CRD pump should be stopped. The primary system should not be overfilled. To stop the pump, turn the CRD Pump Transfer Switch to the NORMAL position. If normal power has been restored from MCC-1A, the pump can then be turned off using normal controls. If the normal power is still of f, then the pump will be off in the NORMAL position.
- e. Over a very extended period of time following a severe fire, if the CRD pump has been used intermittently for makeup, the condensate storage tank level should be checked, and the tank refilled if necessary. It could take as much as 10,000 to 15,000 gallons of water to keep the primary system full for three days, depending on leak rate, etc.

l VOLUME 3 OPERATING PROCEDURES - EMERGENCY Revision 137 EMP-3.10 - FIRE Page 6 of 10 1.5.7 In cold weather (below 25'F) alternate power can be provided if needed to heat the Alternate Shutdown Building by laying out the cable stored in the Portable Pump Room (room in the Alternate Shutdown Building) and running it through the door of the building f rom the receptacle on the west wall to the EVAC power outlet panel located below the CRD Booster Disconnect Switch at the equipment lock. This should be done before the battery is discharged enough to allow a possibility of freezing. If cell temperatures are approaching or below -20*F, it should be done immediately.
APPENDIX I - CONTINGENCY ACTIONS / COLD SHUTDOWN I-1.0 If cold shutdown equipment is unavailable due to fire damage, the following equipment is available to power the pumps needed to cool the system. These steps are to be done only af ter the Primary System pressure has dropped well below 300 psig, and it is safe to enter containment.
NOTE: If any of this equipment cannot be operated using the following procedure, continue to use the emergency condenser to maintain hot shutdown conditions and initiate needed repair activities to the affected equipment.
I-1,1 TO CONNECT SHUTDOWN AND REACTOR COOLING WATER PUMPS:
A. To connect a Shutdown Cooling System Pump:
- 1. Tag open Breaker 6-SSD-11 on Panel P29 near the escape lock in containment, and uncoil the cable marked "SCS Pump," stored at Panel P29.
- 2. CAUTION: The disconnect switch in this step must remain tagged open whenever the temporary cable is plugged in.
Open and tag the Shutdown Cooling System Pump Number 2 Disconnect Switch (DISC-6403) located on the wall just outside the door to the Shutdown Heat Exchanger Room.
- 3. Lay out the cable and connect the 480 Volt plug to the Receptacle (DISC-1443-3) mounted by the disconnect switch.

l I-1.2. TO OPERATE THE SHUTDOWN COOLING AND REACTOR COOLING WATER SYSTEMS:
A. Align the diesel generator to feed the Alternate Shutdown System if not already done (Step 1.5.3 a thru d) .
B. Close the Fused Disconnect Switch (DISC-1442-2) located outside of containment next to the equipment lock.
This switch is the power feed to Panel P29.
C. Refer to SOP-5, Step 6.1.1, to put the Shutdown Cooling System in service. The motor-operated isolation valves will have to be operated manually using the handwheels if power is not available. If CV-4029 will not open normally, it may be disabled open by removing the power or air supply. To start the pump, remove tag and close Breakar Number 6-SSD-11 on Panel P29.
D. To start the Reactor Cooling Water Pump, remove tag and close Breaker 6-SSD-12 on Panel P29.
I-1.3. TO CONNECT A SERVICE WATER P12iP:
A. Tag open the service water pump Circuit Breaker (CB-1441) on the east wall of the Emergency Diesel Generator Room, and uncoil the attached cable, marked "SWS Pump".
B. Lay out the cable around and into the screenhouse.
C. Open and tag out the breaker for one of the service water pumps (Breaker No 52-1C15 for SWS Pump Nc 1, or 52-2C15 for SWS Pump No 2) . This tag shall not be removed as the wires will remain disconnected.

I-1.4. TO OPERATE THE SERVICE WATER PUMP:
A. To start the Service Water Pump, close the service water pump Circuit Breaker (CB-1441) on the east wall of the Diesel Generator Room.
I-2.0. This should be the minimum amount of equipment necessary to reach cold shutdown conditions. It is recommended that the emergency condenser valves be lef t open as a precautionary measure considering the methods used for this procedure.
APPENDIX II - CONTINGENCY ACTIONS / SPENT FUEL POOL COOLING II-1.0 To assure the integrity of the Spent Fuel Pool and prevent eventual boiling, a fuel pit pump can be powered as follows:
A. Tag open Breaker 6-SSD-13 on Panel P29, and uncoil the cable marked "STP Fusp", stored at Panel P29.
B. CAlTTION: The disconnect switch in this step must remain tagged open whenever the temporary cable is plugged in.
Open and tag the Fuel Pit Pump Number 2 Disconnect Switch (DISC-5404) located near the pump.
C. Lay out the cable and connect the 480 Volt plug to the receptacle (DISC-1443-2) mounted by the disconnect switch.
D. To start the pump, remove the tag and close Breaker Number 6-SSD-13 on Panel P29.

the case of a severe fire-I A. Due to the extensive use of the emergency diesel generator, the fuel supply should be checked and replenished within approximately seven days.
B. Consideration should be given to rigging a temporary 480V ac power supply from the substation to augment or replace the diesel generator.
C. The Alternate Shutdown Building should be supplied with temporary ac power as soon as practical to run the battery charger and ventilation.
APPENDIX IV - SEVERE SCREEHOUSE FIRE IV-1.0 A severe Screenhouse fire could possibly damage all of the pumps needed to provide makeup water to the Plant, including all sources of fire water, service water and well water. If the Plant has tripped and the emergency condenser is used, makeup to the shell must be provided within four hours. Perform the following actions:
A. If makeup is not available to the demin water tank, call the Charlevoix Fire Department to furnich a truck to fill the desin water tank with raw water (to furnish makeup to the emergency condenser).
B. If water is not available for cooling the air com-pressors (ie, service water, well water or fire water), connect the hose from a desin water outlet to the air compressor cooling header. Close VA-29 to prevent demin water from feeding the rest of the Service Water System.
C. The desin water taak normally holds enough water to last until about eight hours after shutdown. If other sources of water are still not available, water from other tanks (condensate storage tank, saste receiver tanks, etc) can be transferred to the demin tank.

E. If the service water pump motors are damaged, have one of the motors replaced with the spare motor kept in atock. Once in place, the spare motor can be powered as in Step D above.

SUMMARY
DOCUMENT - FIRE PROTECTION NRC inspectors and their consultants performed an inspection on December 9-13, 1985, March 5-7, March 31, May 8, and July 18, 1986, to determine the adequacy of Big Rock Point's post-fire safe shutdown methods and to review the routine fire protection program. NRC Region III IE Inspection Report No 50-155/85022 (DRS) dated August 1, 1986, discusses the findings of the inspection.
During the inspection, NRC inspectors found that, as a result of Appendix R modifications and the upgrading of certain fire protection features, the Big Rock Point Fire Protection Program Evaluation needed to be updated. Consumers Power Company, during the inspection exit meeting, committed to update the Fire Protection Program Evaluation and to provide further analyses regarding

The attachment to this letter contains that comprehensive fire protection summary document. It is entitled "Summary of Fire Protection Provisions for Big Rock Point Nuclear Plant." This letter closcs Open Item 155/85022-11.
Appendix C of the "Summary of Fire Protection Provisions for Big Rock Foint Nuclear Plant" contains analyses of suppression and detection in the recircu-lating pump room, detection in containment, detection in the condensate pump room, and detection in the control room. NRC review and approval of these analyses will close Open Items 155/85022-07, 155/85022-08, 155/85022-09, and 155/85022-10.
Appendix E of the "Summary of Fire Protection Provisions for Big Rock Point Nuclear Plant" contains Pre-Fire Plans for all fire areas and zones identified in the revised Fire Hazards Analysis. NRC review and approval of these Pre-Fire Plans will close open Item 155/85022-01.

Nuclear Regulatory Commiscion 2 Big Rock Point Plant Summary of Fire Protection Provisions February 27, 1987 Additionally, the Inspection Report kept open a concern regarding fire brigade member response to fire scenes with protective clothing. This issue has been reviewed with brigade members during fire training. Luring 1986, changes to the fire brigade guidelines were also completed to proside for fire brigade response outside the protected area. These changes vert also reviewed with brigade members. Subsequent to these actions, monthly fire drilis have demonstrated satisfactory performance with no observed problem areas. During the 1985 inspection, Region III Inspectors observed brigade response during an unannounced drill and post-drill critique. This exercise was discussed favorably in Section 12 of Inspection Report 155/85022. In light of the above, Consumers Power concludes that corrective actions have been taken and Open Item 155/85022-02 can be closed.
In summary, this submittal closes all open items from Inspection Report 155/85022 for which Consumers Power Company has action.
