1. MANAGEMENT

SUMMARY

A. RANDOM TESTING During this reporting period, Consumers Energy conducted a total of 656 random tests with the following results:

Contractors 153 Random testing did not identify any positive drug / alcohol results.

CONSUMERS ENERGY Fitness for Duty Program Performance Report January 1998 - June 1998 B. PRE-ACCESS TESTING A total of 686 pre-access tests were conducted, resulting in eight (8) positive determinations (4 THC; 2 Alcohol; 1 morphine; 1 refusal to cooperate). Access was denied to all.

C. FOR CAUSE TESTING For Cause Testing was conducted on five (5) employees and one (1) contractor.

Positive results for cocaine were reported on two employees who ultimately were terminated. One of the two held Supervisory responsibilities requiring NRC deportability. Further discussion is contained in Section 3. The remaining results were negative.

D. OTHER Additional testing processes which included follow-up, return-to-duty and recollects did not identify any positive drug / alcohol :esults.

The appeal process was initiated by a security force employee who was positive for THC during random testing. The individual claimed unknown ingestion occurred while consuming chocolate chip cookies spiked with THC. The appeal was denied based on the high level of THC reported on the individual along with

supporting sdW!fic studies which debunk this excuse. I

2. INITIATIVES TAKEN/ LESSONS LEARNED Administration of 10CFR26 in its entirety will continue to apply to Big Rock Point Nuclear Plant through the decommissioning process. This determination will hold until changes to the decommissioning rule (10 CFR 50.82) take effect.

A conference was held at South Bend Medical Foundation, our primary laboratory, to address new requirements issued by the Substance Abuse and Mental Health  ;

Services Administration. Topice included Nitrate testing and reporting, j adulterants, changes in opiate cutoff levels and low specific gravity issues.

3. REPORTABI F EVENTS UNDER 10CFR26. SECTION 26.73  !

An employee with supervisory responsibilities at Palisades Nuclear Plant was terminated after a For Cause Test result was reported as positive for cocaine.

Information provided to the plant Human Resource Department was considered credible enough to support a For Cause Test process. The employee was informed of the allegation and cooperated with the collection process. Access was immediately revoked until final test results were received.

Termination became effective upon notification by the MRO of the confirmed positive test result. The NRC Operations Center and the Resident inspector were notified immediately. Region 111 also received a courtesy notification of the ir:cident.

The Plant was operating at 100% power during this time frame and site management determined the incident had no effect on the plant. Although the employee was a second level supervisor who did not directly perform work on safety-related systems, a review of the previous year work activities was conducted. All work was performed properly.
