STATUS OF ACTIONS TAKEN FOR ITEMS FROM INSPECTION REPORTS87-022 AND 88-011 (INSERVICE INSPECTION)

Our letter dated December 28, 1987 responded to the violation in 'nspection Report 87-022 and provided a list of corrective actions. Although the violation (155/87-022-01) was closed in Report 88-011, Consumers Power Company feels it appropriate to provide an update of our actions with respect to trending of valve stroke times, and to summarize the status of actions in the Inservice Test area. Accordingly, the status of the corrective actions are as follows:

1. T30-22 will be modified to address the concern in Section 2 of the report.

This procedure will be issued by January 30, 1988 and a copy will be sent to Region III for review.

Action Complete, however, further changes were required as discussed in the last paragraph of this letter.

2. Test procedure TSD-01 will be modified to revise acceptance criteria in accordance with ASME Section XI 1977 S78 by January 30, 1988 (Item 3.h).

3. All test procedures will be revised by February 28, 1988 to ensure all the valves in the ISI program with remote position indication are verified for proper operation (Item 3.f).

Action Complete.

4. Upper stroke time limits will be established for all IWV valves in accord-ance with AUME XI 1977 S78 prior to 1988 Refueling Outage (Item 3.e).

Action Complete.

5. Relief request for pump flow and bearing temperature will be developed and submitted to address Item (3.b). This action will be completed prior to the 1988 Refueling Outage.

Action Complete, and contained in letter to NRC dated June 24, '.988.

6. Instructions have been provided to the Shift Supervisors with regard to trending requirements of valve timing after maintenance (Item 3.d). Long term actions will also include revisions to maintenance procedures to require recording of stroke times and routing through the ISI coordinator.

This action will be completed through the biennisl review cycle of the procedures.

Action Eighteen maintenance procedures address valves which require stroke time trending. To date, eight have been revised and approved and nine have been revised but are still being reviewed for final approval. One procedure which has expired will include the " routing" requirement when l the procedure is revised for reissue. This effort has taken extra time due to the fact that Big Rock Point has initiated procedure improvement programs resulting in complete procedure rewrites. The addition of the ISI routing requirement has been added during these efforts. All procedures will be completed and approved prior to use during the 1989 Refueling Outage. This issue and status was also discussed in Inspection 1 Report 88-011.

Additionally, Inspection Report 87-022 raised some questions with respect to our IE Bulletin 85-03 response. Inspection Report 88-011 also provided a OC0589-0130-NLO4
