Dear Mr. Stello:

1 Thank you for your recent letter bringing to my attention an j

NRC concern dealing with the ability of employees and j

contractors to raise safety issues to licensee management and i

the NRC without restrictions.

I certainly understand and endorse the importance of maintaining this communication pathway unrestricted.

In accordance with your request, Consumers Power Company has reviewed its past and present settlement agreements, labor 1;

agreements, and legal contracts, and found no clauses which in any way restrict the ability of employees or contractors to provide information about potential safety issues to-the 3

NRC.

I am confident my staff has the proper perspective on i

NRC communication.

I believe this perspective will be maintained via the ready access of your Resident Inspectors and the 10 CFR 19 postings.

i Very truly yours,

/
