RESPONSE TO GENERIC LETTER 89 EROSION / CORROSION -

INDUCED PIPE WALL THINNING Nuclear Regulatory Commission Generic Letter 89-08 Erosion / Corrosion Induced Pipe. Wall Thinning, dated May 2, 1989, requires Consumers Power Company to provide assurances that a program, consisting of systematic measures to ensure that erosion /corrosiot. does not lead to degradation of single phase and two phase high-energy carbon ste:1 systems, has been implemented. Our response is to include information on whether or not we have implemented or intend to implement a long term erosion / corrosion monitoring program that provides assu'rances that procedures or administrative controls are in place to assure the NUMARC program or another effective program'is implemented and the structural integrity of all high-energy (two phase as well as single phase) carbon steel systems is maintained. Consumers Power Company's response for our Big Rock Point Plant is provided herein.

Pursuant to Generic ' Letter 89-08, a review of the NUMARC guidelines contained in Appendix A.af NUREG-1344, which was transmitted with the Generic Letter, has been performed. As stated in our response to NRC Bulletin 87-01 dated September 14, 1987, Big Rock Point has been examining single and two-phase lines since 1970; piping has been replaced when it was found to be necessary.

Big Rock Point will continue the ongoing examinations and in addition, intends to implement an Erosion / Corrosion Monitoring Program which will meet the requirements of NUREG-1344, Appendix A. This program will be in place by the 1990 Big Rock Point Refueling Outage so that additional erosion / corrosion examinations can take place at that time. The program will be an ongoing program controlled and implemented by plant procedures.
