. 'i Below is the requested data for " Request for additional infonnation request for exemption from offsite emergency planning requirements (TAC No. M99689)" dated 02/23/1998.

Assumptions:

1) Fuel bundles that have been in cooling in the spent fuel pool for greater than 5 years will not be a significant heat sevce in the heat up analysis. The bundle data for this fuel will not be included in the request for additional infor. nation.

2) Fuel bundles shall be grouped by reload and discharge date.

3) The new fuel storage racks are set at the midpoint of 7" above the Spent Fuel Pool floor.
4) Information on thermal properties of the reactor building walls was not readily available, however given the size of containment the reactor building walls should not impact the calculation.
5) Information on some properties of materials, such as emissivity, density, thermal conductivity, and specific heat, was not readily available. Some text book values are presented. It is assumed that the model developer would have access to more technical sources for this information.
6) Information on the decay heat of the fuel bundles is not available without a rigorous calculation using a depletion code such as ORIGEN and an approximation using NUREG-0800 shall be presented. The bundle decay heat is calculated for 03/31/1998.

. i Big Rock Point has two different rack designs to hold fuel bundles in the spent fuel pool.

They are referred to as the "old racks" with 12" spacing and the "new racks" with 9" spacing. Data is presented for both, however the "old rack" 12" design is of most interest since racks of this design contain the last core offload of 84 assemblies.

The 12""old rack" design has an open cell and the bundle sits flat on the bottom of the rack without any riser space. The cell has corners made up of 4 3/16" thick angle pieces of Al that are 3" x 3" x 84". The cell formed is 7-1/4" square with a -l" slit on each face 1

of the cell to allow cross flow. The cells are 12" center to center.
