Washington, DC 20555-0001 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT: ANNUAL REPORT OF FACILITY CHANGES, TESTS AND EXPERIMENTS.

Pursuant to 10 CFR 50.59(b)(2), find attached to this letter Consumers Energy Company's response with regard to completed changes, tests and experiments to the Big Rock Point Restoration Project as described in the safety analysis report.

On February 12,1998, Revision 7 to the Updated Final Hazards Summary Report (safety analysis report) was submitted to the Commission. Extensive revisions to the safety analysis report were required since the facility is now undergoing decommissioning. Descriptions of plant systems, structures and components not required for decommissioning have been deleted to address the permanently shutdown status of the facility. Accidents and transients and core damage events associated with operating and refueling the reactor have been eliminated, however the previous analyses associated with fuel handling events remain unchanged. The required safety evaluations concluded that these changes did not constitute an unreviewed safety question.

The attached report provides a summary of changes to the facility performed since October 8, 1997. The report includes a brief description of each change and a summary of the safety

- evaluation to determine if the change would constitute an unreviewed safety question or involve a change in the technical specifications incorporated in the license.

Attachment I describes the modifications performed to support decommissioning, and provides changes to procedures, programs, technical specifications and the UFHSR, where app opriat.
