Constners Power Company established a drug and alcohol testing program in 19e6, i
conducting pre access and unannounced periodic tests on all individuals with un3scorted access.
The program was revised to be in compliance with 10CFR26, and implemented on January 3, 1990. Comparison of the first six months of data collected since the inplementation of 10CFR26 (ie, 01/01/90 to 06/30/90) to the 1989 data collected under our previous program has identified the following:

For Consumers Power Company personnel, including coutracter security personnel, an improving trend (0.3% positive rate in 1990 vs 1.3% positive in 1989).
Note on the attached Data Sheets that Contractor Security personnel have been included in the ' Licensee Employees" category rather than the %r.;
Term Contractor Personnel" category.

For contractor personnel, a negative trend (1.7% positive rate in 1990 vs 0.4%
positive in 1989).

For pre access testing, a negative trend (3.6% positive rate in 1990 vs 2.0% in 1989).
Two Company and four contractor personnel tested positive under the random l
testing process. Four, including the two Company employees, were identified as l
users of marijuana and two as users of cocaine.

Assistance Program and have been reinstated.
Additionally, iwo Compt.ny enployees, who tested positive under the previous program, were termin'ated because of a positive follow up drug test.
Consumers Power Company's policy for contractors / vendors is to not allow access after a positive determintation, therefore, the four contractors who-tested positive during random testing and the 35 individuals who tested positive during pre-access testing, were all denied access.
An internal Quality Assurance audit was conducted during'the first quarter of 1990 in order to identify program weaknesses. Problems with implementation and other deficiencies were r0 corded on corrective action documents with resolution ongoing to improve the Fitness For Duty Program.
During this six month interval, Consumers Power Company did not encounter any.
