RESPONSE TO VIOLATION ISSUED IN INSPECTION REPORT 89-014 Nuclear Regulatory Commission Inspection Report 89-014, dated August 14, 1989 transmitted one violation requiring written response within 30 days.

Consumers Power Company's response to the violation is provided herein.

VIOLATION 89-014-01 ,

l As a result of the inspection conducted from July 10 through August 1, 1989, and in accordance with the 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1989), the following violation  ;

was identified: j Technical Specification 6.11. requires that procedures for personnel radiation protection shall be prepared consistent with the requirements of 10 CFR, l Part 20, and'shall be approved, maintained and adhered to for all operations )

s involving personnel radiation exposure. j Big Rock Point Administrative Procedure 5.11, Radioactive Material Control, states that contaminated items may be stored in normally clean areas within the plant restricted area if the outer surface of the' item or package is labeled with the contamination levels, contents, and the date as a minimum.

Contrary to the above, on July 12, 1989, six contaminated items were stored in

with the contamination levels, contents, and the date.  ;

l Corrective Action Taken and Results Achieved Upon identification of the six items which were bagged but not labeled on July 12, 1989, appropriate surveys and labeling were completed immediately. The concern was discussed with involved individuals.

I Corrective Action To Be Taken To Avoid Further Violations Cause of the violation is attributed to personnel not fully understanding the

" bagging" and material identification requirements. The existing procedures did not provide adequate guidance regarding which types of contaminated materials require bagging or labeling. To improve performance, plant procedures will be revised to provide additional guidelines for contaminated materials. Upon issuance, these requirements will be conveyed to affected plant personnel. These efforts are expected to be completed by December 31, 1989.
