Document Control Desk Washington, DC 20555 - 0001 DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT: BIG ROCK POINT PLANT DEFUELED EMERGENCY PL,AN IMPLEMENTATION COMMITMENTS On September 11,1998, a conference call was conducted between the Nuclear Regulatory Commission and the Big Rock Point Licensing staff with regard to the Defueled Emergency Plan (DEP) currently undergoing NRC review. The NRC Staff has concluded that the following three (3) requirements need to be described in the DEP to gain approval. Note: the text that is

" struck out"is consistent with the latest supplement of the related exemption request submitted July 30,1998.

Appendix E (IV)(C): Activation of Emergency Organization

"...The existence, but not the details, of a message authentication scheme shall be noted for such (offsite) agencies".

Appendix E (IV)(E): Emergency Facilities and Equipment

" Adequate provisions shall be made and described for emergency facilities and equipment, including: (9) At least one onsite and one offsite communications system; each system shall have a backup power source".

BIG ROCK POINT PLANT DEFUELED EMERGENCY PLAN; IMPLEMENTATION COMMITMENTS l-The Big Rock Point Defueled Emergency Plan will be revised to describe the requirements listed above. A letter confi ing the completion of the revisions will then be forwarded to the NRC.
