Gentlemen:

This refers to the inspection conducted by Messrs. L. E. Ellershaw and

R. G. Taylor of this office during the period February 8-12 and February 29

through March 4,1988, of activities authorized by NRC Operating License DPR-46

for the Cooper Nuclear Station, and to the discussion of our findings with

Mr. G. R. Horn and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included review of your quality assurance

program including implementation with respect to records management, document

control, receiving inspection of materials and components, and implementation

of 10 CFR Part 21 requirements. Within these areas, the inspection consisted

of selective examination of procedures and representative records, interviews

with personnel, and observations by the NRC inspectors. The inspection

findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRL's "Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

In addition, the NRC inspectors identified your lack of a dedication procedure

for qualifying nonessential items for continued use in essential applications.

As a result, a potential exists for the installation of materials in systems

at Cooper Nuclear Station that may have an adverse impact on system operability

requirements. During the inspection, your staff indicated that a dedication

procedure did not exist but the need for one had been identified and the

necessary actions to develop one had been taken. In addition to dedication

procedure development, your attention to assure that the lack of a dedication

procedure has not impacted presently installed nonessential and

essential-commercial grade items in essential applications is necessary. Although

for the purposes of this inspection the dedication process is considered to be ,

an unresolved item, we will review this matter in a subsequent inspection prior

to the restart of the Cooper Nuclear Station.
