Gentlemen:

This refers to the Systematic Assessment of Licensee Performance (SALP) Board

Report of Cooper Nuclear Station. The SALP Board met on March 9, 1988, to

evaluate the performance of the subject facility for the period August 1,

1986, through January 31, 1988. The performance analyses and resulting

evaluations are documented in the enclosed SALP Board Report.

The performance of your facility was evaluated in the selected functional

areas identified in Section IV of the enclosed SALP Board Report. Overall, we

find that site operations were well managed. . Particular strength was noted in

plant operations, radiological controls, fire protection, and licensing

activities. Additionally, positive trends were noted in your maintenance

program and security. While certain aspects of your outages control remained ,

at the high level previously assessed, the area of modification control

indicated a need for increased attention.

During a telephone conversation with you on March 30, 1988, an open meeting

between the Nuclear Regulatory Commission staff and Nebraska Public Power

District was scheduled for 9:00 a.m. April 20, 1988, at Cooper Nuclear Station

to discuss the SALP Board Report.

You may submit written consents regarding the SALP Board Report within 30 days  !

after the meeting.

Connents which you may submit are not subject to the clearance procedures of -

the Office of Management and Budget as required by the Paperwork Reduction Act

of 1980, PL 96-511.
