\*****/ 4 July 22, 1988 Docket No.: 50-4/3 Mr. Robert J. Harrison President & Chief Executive Officer Public Service Company of New Hampshire Post Office Box 330 Manchester, New Hampshire 03105

Dear Mr. Harrison:

SUBJECT:

RE0 VEST FOR ADDITIONAL INFORMATION ON SEABROOK EMERGENCY PLAN As a result of our review of the Seabrook Station Radiological Emergency Plan (onsite plan) as revised on April 28, 1988, and a subsequent comparison with I

the recently revised New Hampshire Radiological Emergency Response Plan (NHRERP) and the Seabrook Plan for Massachusetts Comunities (SPMC) (offsite plans) the staff has detennined that inconsistencies in precautier.ar,y protective action recomendations/ implementation for the beach areas in the plume exposure pathway emergency planning zone (EPZ) exist between the onsite and offsite plans.

Volume 4 (Civil Defense Agency Procedures) of the NHRERP, Rev. 2, updated on April 25, 1988, specifies that precautionary protective actions to be considered at an Alert declaration will include, in part (1) advising the Department of Resources and Economic Development (DRED) to close beaches and state park areas in Hampton Beach and in Seabrook Boach, (2) recomending that the Towns of Hampton and Seabrook close any town-supervised beaches in concurrence with the State's decision, and (3) advising beach and state park populations of the closing. The NHRERP also provides for closure or evacuation of the New I Hampshire beaches at an Site Area Emergency (SAE) or General Emergency (GE). i l

The SFMC, Amendment 5 at page 3.4-4, specifies that "The NHY Offsite Response Organization will recomend precautionary actions at the Site Area Emergency or General Emergency. For example, at a Site Area Emergency or General Emergency, i the Radiological Health Advisor will recoernend closing Salisbury Beach, Plum  !

Island Beach and Parker River National Wildlife Refuge between May 15 and September 15." However, the SPMC does not address precautionary protective action recomentations in the Alert stage.

Section 9.2.3 of the onsite plan (April 1988), specifies that, upon declaration of or er.calation to a SAE, the station emergency response organization will make protective action recomendations to offsite authorities according to procedure ER 5.4, "Protective Action Recomenotions." ER 5.4, Rev. 8, effective April 28, 1988, provides for a recomended evacuation of Seabrook and Hampton Beaches and closure of Salisbury and Plum Island Beaches and tre Parker River National Wildlife Refuge on Plum Island at a SAE or GE. However, neither the onsite plan, ER 5.4, or the procedure to be implemented at an Alert declaration, ER 1.3, address precautionary protective action recomendations at the Alert stage.

I Mr. Robert J. Harrison Because of the importance of protective actions for the beach population, please provide us the justification for why the procedures, the onsite plans and the offiste plans should not be made consistent in order to eliminate any potential for conflicting protective action recomendation/ decision. making,
