Subject: Inspection Report Nos. 50-317/85-09, 50-318/85-09

This transmits the April 1 - May 6, 1985, resident inspection findings by Messrs.

T. Foley and D. Trimble at the Calvert Cliffs Nuclear Power Plant, Lusby, Maryland.

Those findings were based on observation of activities, interviews, independent

measurements, and document reviews, and have been discussed with Mr. Russell of

your staff.

An apparent violation of NRC requirements is cited in Appendix A and categorized

under the revised NRC Enforcement Policy, 10 CFR 2 Appendix C (47 FR 9987, March

8, 1984). This violation and the licensee identified violations discussed herein,

together with the responses by newly qualified Control Room Operators to inspector

questioning identified in paragraph 4.a appear to be indications of a potential

negative trend in the performance of Control Room Operators. This potential trend

may be the result of weaknesses in control room operator training. Attention to

this area may be warranted.

This notice is sent to you pursuant to the provisions of Section 2.201 of NRC's

" Rules of Practice", Part 2, Title 10, Code of Federal Regulations. Although Sec-

tion 2.201 requires you to submit to this office, within 30 days of your receipt

of this notice, a written statement of explanation, we note that this violation

was corrected prior to the completion of our inspection, and therefore, no response

with respect to this matter is required.
