Gentlemen:

This refers to the inspection conducted by Mr. R. E. Baer of this office during

the period February 24-28, 1986, of activities authorized by NRC Operating

License DPR-46 for Cooper Nuclear Station, and to the discussion of our findingt

with Mr. G. R. Horn and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included selected segments of the radiation

protection program. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personne*.,

and observations by the inspector. These findings are documented in the

enclosed inspection report.

Within the scope of the inspection, no violations or deviations were identified.

However, we are concerned regarding the large turnover of health physics

technicians and the decline in effectiveness of the ALARA prcgram as noted in

paragraphs 5 and 7 of the enclosed report. As a result, you are requested to

respond, in writing, within 30 days of the date of this letter regarding actions

that will be taken to remedy these problems.

One unresolved item is identified in paragraph 5 of the enclosed inspection

report.

We have also examined actions you have taken with regard to previously identified

inspection findings. The status of these items is identified in paragraph 2 of

the enclosed report.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
