Gentlemen:

I This refers to the inspection conducted.by Mr. J. R. Boardman of this office

during the period July 15-19, 1985, of activities authorized by NRC Operating

License DPR-46 for Cooper Nuclear Station, and to the discussion of our

findings with Mr. P. Thomason and other members of your staff at the conclusion

of_ the inspection.

j Areas examined during the inspection included the quality assurance program

annual-review, records program, offsite support staff, document control

i

program, and follow-up on previous inspection findings,

i During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations. Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

, We have also examined actions you have taken with regard to previous inspection

! findings. The status of these items is identified in paragraph 2 of the

enclosed report.

Of concern to Region IV is the violation (50-298/8521-01) that indicates

problems in the adequacy of design input for Cooper Nuclear Station (CNS)-

. safety related design changes, and particularly in the adequacy and accuracy of

!

completion closures of these design changes. This latter concern encompasses

,

'

the identification and design adequacy of as-built configurations which do not

. comply with design changes, and their effect upon reactor safety. Your

,

response to violation (50-298/8521-01) should address these concerns.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

,

by the Paperwork Reduction Act of 1980, PL 6-511.
