Subject: Combined Inspection tLs. 50-443/85-35; 50-444/85-03

This refers to the routine safety inspection conducted by Mr. A. Cerne and

other inspectors of this office on December 9,1985 - Janaury 31,1986 at the

Sedbrook Station, Units 1 & 2, Seabrook, New Hampshire of activities authorized

by NRC License Nos. CPPR-135 and CPPR-136 and to the discussions of our findings

held by Mr. Cerne with Messrs. Mcdonald, Kann and others of your staff at the

conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region ! Inspec-

tion Report which is enclosed with this letter. Within these areas, the inspec-

tion consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed.

NRC inspection of specific licensee actions to conform with NUREG-0737 began

during this inspection. While this inspection, along with previous inspections

of installed hardware, identified no specific TMI Action Plan prob' ems, review

of items such as I.C.5 and I.C.6 indicate that sufficient progress in implemen-

tation of NUREG-0737 items at Seabrook has not been achieved in order to cen-

firm conformance to TMI Action Plan commitments.

Future NRC inspection effort will be dedicated to further fcilow-up of TMI

Action Plan items. You should consider devoting additional resources to the

implementation of NUREG-0/37 programs at Seabrook to n'eet established commit-

ments with respect to TMI Action Plan items.
