Please find enclosed two copies of the Waterford 3 Emergency Plan Implementing Document changes and revisions.

These procedures satisfy the LP&L commitments in the referenced letters. These procedures contain personal or proprietary information which is not to be disclosed to the public.

Therefore, two attachments are being provided to you. Attachment 1 contains the copies provided for NRC use containing the personal /

proprietary information; Attachment 2 is provided for public disclosure and duplicates Attachment 1 except that the personal / proprietary information is blanked out.
