Peach Bottom Atomic Power Station Units 2 and 3 Emergency Service Water System Action Plan to Verify Design Basis Flows

Background

On February 5, 1990, an inspection team from the Nuclear Regulatory Commission began a Safety System functional Inspection (SSFI) at i Peach Bottom Atomic Power Station (PBAPS) Units 2 and 3 on the High Pressure Coolant Injection (HPCI) and the Emergency Service Water (ESW) systems. While responding to information requests and questions raised by the SSFI team, PECo became aware that existing field test data on the ESW system did not prove conclusively that design basis flow performance levels for this system have been met. Philadelphia Electric Company (PECo) is taking the following actions to ensure and verify system design basis performance.

Unit 2 On March 2, 1990 PBAPS Unit 2 began an orderly shutdown in preparation for a scheduled mid-cycle outage. Before restarting Unit 2, the adequacy of flows in the ESW system in Unit 2 will be proven conclusively. We are developing a program to 1) inspect 2) clean or replace portions of the system, as required, 3) upgrade instrumentation as required, and 4) test the ESW system so that flow performance levels comensurate with the design basis can be demonstrated. needed to prove conclusively that design basis flovl rates have been met {

As a result of information obtained by tests performed on PBAPS  ;

Unit 3 ESW system on March 4 and 5, 1990, we have concluded that continued operation of the unit is warranted under specific conditions. A  ;

Justification for Continued Operation outlining these conditions and the basis for our conclusion will be provided to the NRC before restart of the unit.

Two Unit Operation Prior to sustained two unit power operation we will demonstrate by a coordinated test conducted on both units that overall ESW flow performance levels are commensurate with the design basis for two units in operation. As with the previous programs, the NRC will be apprised of the methodology and results.
