PHILADELPHIA ELECTRIC COMPANY 2301 MARKET STREET P.O. BOX 8699 .

PHILADELPHIA. PA.19101 1215)848 4o00 Sepcember 27, 1979 Mr. Boyce H. Grier, Director Region I Office of Inspection & Enforcement U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406

Dear Mr. Grier:

This letter is in reference to IE Bulletin 79-02,

. which addresses pipe support base plate designs using concrete expansion anchor bolts with respect to Peach Bottom Atomic Power Station.

On August 2,1979, representatives of Philadelphia Electric Company met with Inspection and Enforcement representa-tives of the Nuclear Regulatory Commission in Bethesda, Maryland to discuss progress and results of our inspection program at that time and to provide a proposed date for complete compliance with the Bulletin. At that time we committed to completing Unit 2 on November 1, 1979, and Unit 3 on October 12, 1979.

Since that meeting, we have experienced some unantici-pated difficulties in performing the remaining work in order to maintain our schedule to meet the committed dates. As a conse-quence of our deviating from that schedule and being unable to recover the time lest, we would appreciate having an opportunity to meet again with you on this matter.

We propose to meet in Bethesda, Maryland on Thursday, October 4, 1979 to discuss changes that it has been necessary to make in our program, their effect on our progress and the results to date in addition to a new completion date.

If our proposal is acceptable or if you have any questions or require additional information, please contact me at (215) 841-5020.

Very truly yours,
