Dear Dr. Murley:

The referenced letters. requested a change to Technical Specification 3.4.6.1

" Reactor Coolant System Leak Detection System" for Byron and Braidwood Stations.

After numerous conversations with members of your staff, the. attached Technical Specification page is revised to. change the action statement time limit;to 7 days.

The justification for the seven days time limit is based on actual maintenance .

During non-outage conditions, the time required to complete the work is greater due to the containment entry precautions taken during pover operations.

. Commonwealth Edison believes that the requested action statement time limit is justified, based on actual work histo;y, and conservative, since the two radioactivity monitoring system (geseous and particulate) monitors would be operable.

This change has been reviewed and approved by both on-site and off-site review in accordance with Commonwealth Edison procedures. The previously submitted no significant hazards consideration, contained in reference (a), has been reviewed and remains valid with the 7 day action statement time limit.
