I am responding to your letters of October 26, 1988, requesting the Commissioners to attend a hearing on November 16, 1988, on the subject of Senate Resolution 218 concerning matters relating to the restart of the Peach Bottom nuclear facility.
The Nuclear Regulatory Commission has the responsibility to assure that the Peach Bottom facility restarts only if there is adequate protection of the public health and safety.      We are continuing to review very carefully the readiness of the Peach Bottom facility to restart and will not authorize restart untf: we are satisfied that matters relating to the safety of operation are resolved satisfactorily.
I regret to inform you that, because of the press of other important business, the Commissioners will be unable to attend the November 16, 1988 hearing.      Commissioner Rogers must respectfully decline your invitttion for the additional reason that when he became a Commissioner in August 1987, he recused himself for a period of two years from any Commission decision-    ,
making with respect to Peach Bottom because of his prior association as Director for the Public Service Enterprise Group, whose subsidiary has a minority ownership interest in Peach Bottom. However, we will be pleased to cooperate with your Committee and to provide information which could assist        ,
you in your work. To this end I have asked our Regional Administrator, Mr. William Russell, to contact you about your information needs. Also, if you desire, Mr. Russell will be        ,
