The applicant also clarified that the Spray pond circular header is treated as a single item (support) and both the above and below water line portions are inspected under ISI-IWF on a ten year frequency per the American Society of Mechanical Engineers Boiler and Pressure Vessel Code. The staff discussed Generic Letter 88-1 (GL 88-1) and inspection schedules for boiling water reactor (BWR) piping weldments, specifically the stainless steel recirculation system piping-to-valve weld 20RRC(6)-8 for the period of 1996 through 2001. The applicant discussed following the requirements of GL 88-1. The applicant confirmed that it conducted an inspection of the 20RRC(6)-8 weld in 1996, resulting in no change in flaw size indicated, and therefore changed the weld category from Category F to Category E. Based on Category E schedule requirements in GL 88-01 (every two refueling cycles) the applicant conducted inspections of the subject weld in 1998 and 2001 with no indications of change. The applicant concluded in 2001 that the flaw was not due to intergranular stress corrosion cracking (IGSCC) and therefore was due to a fabrication defect. The applicant changed the weld category again from Category E to Category B the same year. The applicant continues to follow GL 88-01 requirements with an inspection of the subject weld scheduled for mid-2011.
