OF JANUARY 17, 2019, PRESUBMITTAL TELECONFERENCE.
WITH ENERGY NORTHWEST TO DISCUSS A LICENSE AMENDMENT REQUEST RE: EMERGENCY CONTROL ROOM CHILLER SYSTEM AT COLUMBIA GENERATING STATION (EPID L-2019-LRM-OOOO)
On January 17, 2019, a Category 1 public meeting was held by teleconference between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest (the licensee). The purpose of the meeting was to discuss a planned license amendment request (LAR) regarding the emergency control room chiller system at the Columbia Generating Station (Columbia). The meeting notice and agenda, dated January 3, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19003A237. Enclosed is a list of attendees at the meeting.
During the meeting, the licensee presented information that was meant to further define and extend the discussion that was held at a presubmittal meeting on November 15, 2018 (the meeting summary is available in ADAMS at Accession No. ML183546099). The licensee's presentation (ADAMS Accession No. ML18317A086) was used for both meetings. The licensee's presentation outlined the licensing and technical aspects of the upcoming LAR including the scope of work, key features, and intended schedule plan for the amendment.
Also during the meeting, the NRC staff and the licensee discussed some sufficiency items that should be considered as part of the upcoming LAR. Those items that the LAR should consider/
include are as follows:
- 1.
The likelihood that NRC staff would be requesting an audit concerning the GOTHIC analysis related to this LAR.
- 2.
The review elements/criteria outlined in NUREG-0800, "Standard Review Plan for the Review of Safety analysis Reports for Nuclear Power Plants: LWR [Light-Water Reactor] Edition," Chapter 18, "Human Factors Engineering," based on feedback provided by the NRC staff during the previous public meeting, and suggested that a low-level review seems appropriate. Based on preliminary information shared by the licensee to date, the NRC staff considered this a prudent process that would then be processed for a full review during the LAR's submission and review process.
- 3.
Address the impact on operating procedures and training elements, as described in NUREG-0800 Chapter 18. Additional information may also be included supporting other NUREG-0800, Chapter 18 elements.
- 4.
Information provided in the Technical Specification Bases rather than a Licensee Controlled Specification.
- 5.
Technical Specification chapter related to the Chill Water System would not be utilized.
The licensee's review of this issue stated that this consideration was not needed as the chill water system was a subsystem to the already existing TS 3.7.4, "Control Room Air Conditioning (AC) System." A discussion was not held regarding this approach because the appropriate NRC technical staff branch was not available to attend the meeting. This will be reviewed in full with the amendment's submission and review process.
One member of the public was in attendance at the meeting. Public Meeting Feedback forms were not received.
