SAFETY EVALUATION REPORT WITH OPEN ITEMS RELATED TO THE LICENSE RENEWAL OF COLUMBIA GENERATING STATION WITH PROPRIETARY INFORMATION REMOVED (TAC NO. ME3058)

Dear Mr. Javorik:

By letter dated January 19, 2010, Energy Northwest (EN) submitted, for the U.S. Nuclear Regulatory Commission (NRC or the staff) review, an application to renew the Columbia Generating Station (Columbia) operating license for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, "Requirements for Renewal of Operating Licenses for Nuclear Power Plants." The staff determined that the LRA was complete and acceptable for docketing on March 4,2010.

Since that time, the staff has reviewed the Columbia LRA, performed site audits and inspections, issued requests for additional information (RAls), reviewed the applicant's responses to the staff's RAls and developed the "Safety Evaluation Report with Open Items related to the License Renewal of the Columbia Generating Station," hereinafter referred to as the Safety Evaluation Report (SER), dated August 30,2011.

By letter dated December 14, 2011, EN submitted a redacted version of its response to RAI letter dated April 22, 2011, because it contained proprietary information which General Electric Hitachi Nuclear Energy (GEH) requested be withheld from the public. EN also requested that the proprietary information be removed from the SER since it references the April 22, 2011, letter.

After careful review, the staff has removed the proprietary information as requested and submits the revised version of the SER.
