Dear Sir or Madam:

In Reference 1, the US Nuclear Regulato ry Commission (NRC) issued a White Finding for failure to implement and follow written procedures for radiation protection which resulted in an airborne radioactivity event and multiple confirmed uptakes of radioactive materials to workers on May 28, 2021.

In Reference 2, the NRC issued a White Findi ng for failure to take suitable and timely measurements to adequately assess the internal dose of the two pipefitters and compliance with occupational dose equivalent limits associated with the reactor water cleanup contamination event on May 28, 2021.

Based on these findings, the NRC assessed Columbia Generating Stations (Columbia) performance to be in the Regulatory Response column of the NRCs Action Matrix. In the referenced letters, the NRC indicates they plan to conduct a supplemental inspection using Inspection Procedure 95001, Supplemental Inspection Response to Action Matrix Column 2 (Regulatory Response) Inputs, following a notification of readiness from Columbia.

Energy Northwest previously communicated readiness for the inspection on December 14, 2023 (Reference 3) and the inspection was subsequently scheduled for March 4-8, 2024. The NRC notified Energy Northwest of concerns related to station readiness for the inspection and to offer the opportunity to defer the inspection on February 22, 2024.

(Reference 4). The inspection was subsequently deferred. Energy Northwest has since generated a new root cause and incorporated feedback based on comments from internal and external peers to ensure it meets inspection procedure objectives and requirements.

This letter serves as Energy Northwests Notification of Readiness for the inspection.

Energy Northwest requests the NRC conduct a single 95001 supplemental inspection to address the two interrelated White Findings.
