TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS AUGUST 22, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on August 22, 2011, to discuss the topics concerning the Columbia Generating Station license renewal application (LRA).

Fatigue Analysis of Polar Crane Discussion:

The original LRA submitted on January 19, 2010, stated the fatigue analysis of the polar crane does not meet the definition of a time-limited aging analysis (TLAA).

The staff discussed the fatigue analysis of the polar crane does meet the definition of a TLAA The applicant understands the staff's concern and will provide an LRA supplement to include an analysis of the polar crane as a TLAA and an aging management review line item from the polar crane.

The staff will not send a request for additional information (RAI).

Boiling Water Reactor Stress Corrosion Cracking Program Discussion:

The applicant discussed performing ultrasonic testing of the subject flaw, discussed in the LRA, during refueling outage 20 in 2011. The results showed that there was no growth of the subject flaw.

The applicant also discussed that informing the NRC of the subject flaw is a requirement, but informing the NRC of inspection frequency changes to the subject flaw is not a requirement.

The staff agrees with the applicant's statement. The subject flaw was reported to the NRC in 1991.

The staff will not send an RAI.
