The U.S. Nuclear Regulatory Commission and representatives of Energy Northwest (the applicant). held a telephone conference call on August 11. 2011, to discuss and clarify the response to the request for additional information (RAI) concerning the Columbia Generating Station, license renewal application.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the RAI discussed with the applicant, including a brief description on the status of the item.

The applicant had an opportunity to comment on this summary.

TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS AUGUST 11, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on August 11, 2011, to discuss the following response to the request for additional information (RAJ) concerning the Columbia Generating Station (Columbia) license renewal application (LRA).

Response to RAI B.2.1 0-2: Related to the core plate rim hold-down bolts Discussion:

The NRC noted that the applicant did not disposition the core plate rim hold-down bolts time limited aging analysis (TLAA) in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 54.21 (c)(1), or provide an Aging Management Report (AMR) line item for the core plate rim hold-down bolts with an aging effect of loss of preload due to stress relaxation.

The applicant stated that it will provide an LRA supplement to include dispositioning the core plate rim hold-down bolts TLAA under 10 CFR 54.21 (c)(1 )(iii) which will credit the BWRVIP Program for managing the effects of aging related to core plate rim hold-down bolts. The applicant will also include an AMR line item for the core plate rim hold-down bolts.

The staff finds the proposed statement acceptable but due to the schedule for issuing the safety evaluation report with open items, this issue will be identified as confirmatory item (CI) 4.7.4-1 The staff will not send an additional RAJ.
