The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held a telephone conference call on March 23, 2011, to discuss and clarify the NRCs request for additional information (RAI) concerning the Columbia Generating Station, license renewal application. provides a listing of the participants and Enclosure 2 contains a listing of the RAls discussed with the applicant, including a brief description on the status of the items.

TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS MARCH 23, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest, held telephone conference calls on March 23, 2011, to discuss the following request for additional information (RAI) concerning the Columbia Generating Station license renewal application (LRA).

D-RAI4.2-5 Discussion: The staff discussed providing justification for the use of the BWRVIP-74-A shell weld equivalent margins analysis acceptance criteria to determine the acceptability of the N6 RHR/LPCI nozzle welds.

The applicant understands the RAI and will provide a response.

The staff has issued the RAI.

D-RAI4.2-6 Discussion: The staff discussed its concern that the N12 nozzles' upper-shelf energy (USE) may drop below 50 ft-Ibs prior to the period of extended operation and that the applicant would need to calculate the estimated date the N12 nozzles' USE would drop below 50 ft-Ibs.

The applicant understands the RAI and will provide a response.

The staff has issued the RAI.

D-RAI3.1.2.3.1-3 Discussion: Due to the applicant identifying two indications in the reactor vessel shell, as stated in LRA Section 4.7.1, the staff discussed the need for the applicant to credit both Inservice Inspection Program and time-limited aging analysis in the aging management review (AMR) line items for the BG and BM welds. The staff also discussed connecting the AMR line items to LRA Section 4.7.1 and the applicant's Commitment 69, which commits the applicant to:

liRe-evaluate the subject flaws for the period of extended operation (54 EFPY), in accordance with the requirements of the ASME Code,Section XI, IWB-3600 based on the results of 2015 inservice inspection."

The applicant understands the question and will provide a supplemental response to the question.
