SCHEDULE REVISION FOR THE REVIEW OF THE COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATION (TAC NOS. ME3058 AND ME3121)

Dear Mr. Gambhir:

Enclosed is the NRC staff's revised safety and environmental review schedule for the Columbia Generating Station (CGS) license renewal application (LRA). This revised schedule was established to accommodate a timely review of your application along with all other concurrent reviews of applications for license renewal. In developing the revised schedule, NRC staff held a telephone conference with your staff on November 11, 2010 (ADAMS Accession Number ML103160226) and took several factors into consideration, including: delays in your responses to the NRC staff's requests for additional information (RAls), additional/follow-on RAls issued after the date included in the original schedule. and an extended outage schedule for CGS. The NRC staff will continue to follow established review procedures and the enclosed schedule to complete the reviews required by Parts 54 and 51 of Title 10 of the Code of Federal Regulations.

We would like to emphasize that the NRC staff will make every effort to meet the revised schedule milestones. To support this effort, your responses to the staff's RAls must be complete and provided in a timely manner. The last set of environmental RAls were dated December 2,2010, and the last set of safety RAls were dated December 27,2010. The revised schedule is largely based on the assumption that Energy Northwest will respond to these RAIs no later than January 28, 2011. After receiving the RAI responses, the staff will review and incorporate the responses into its safety and environmental reviews. The timeliness of your responses is necessary to maintain the schedule, and any delay could result in additional revisions to the enclosed schedule with the potential of leaving milestone schedule dates TBD (to be determined) until responses are received and other factors can be appropriately considered into a new schedule. Any additional RAls that the staff requires beyond the date of this letter will be considered open items for the safety review. We request that you inform the NRC staff as early as possible should potential delays arise in your support of this schedule.
