SUMMARY
OF JUNE 30, 2016, PUBLIC MEETING WITH ENERGY NORTHWEST TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING EMERGENCY ACTION LEVEL SCHEME CHANGE FOR COLUMBIA GENERATING STATION (CAC NO. MF7791)
On June 30, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest, the licensee, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) regarding an emergency action level (EAL) scheme change for Columbia Generating Station.
The meeting notice and agenda, dated June 10, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16162A180. A list of attendees is provided as Enclosure 1.
The licensee's presentation, available at ADAMS Accession No. ML16182A159, included an outline of the change, a list of the elements to be included in the LAR, and the comparisons and deviations that would be identified in the LAR against the technical standard.
The NRC staff queried the licensee concerning the regulatory basis of the LAR and the licensee identified that it would be pursuant to Title 10 of the Code of Federal Regulations, Part 50, Appendix E,Section IV.B.2. The NRC staff asked what specific precedents would be identified in the LAR. The licensee stated that the precedent would be the EAL scheme change for Perry Nuclear Power Plant, Unit No. 1. The staff inquired if a difference and deviation matrix/list would be supplied in the LAR and the licensee stated that such a reference would be provided.
The NRC staff stated that any deviations identified in the LAR by the licensee should documented in very clear and precise terms. The licensee acknowledged that it understood this statement by the NRC staff. The NRC staff stated the importance for LAR supplements to be provided when issues or gaps were identified in the LAR. The licensee acknowledged this statement by the NRC staff.
Three members of the public were in attendance, two by phone, and one in person. Public Meeting Feedback forms were not received and no comments or questions were made by members of the public.
