SUBJECT:

SUMMARY

OF OCTOBER 5, 2023, PRESUBMITTAL TELECONFERENCE WITH ENERGY NORTHWEST REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO REVISE THE EMERGENCY PLAN FOR COLUMBIA GENERATING STATION (EPID L-2023-LRM-0075)

On October 5, 2023, an Observation public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Energy Northwest (the licensee).

The purpose of the meeting was to discuss the licensees upcoming proposed license amendment request (LAR) for Columbia Generating Station (Columbia). The proposed LAR would revise the emergency plan in its entirety to reflect changes in Revision 2 of NUREG-0654/FEMA REP-1, Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants, dated December 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19347D139). The meeting notice and agenda, dated September 21, 2023, are available in ADAMS at ML23264A142. A list of attendees is provided in the enclosure.

The licensee provided slides for this meeting, which are available in ADAMS at ML23275A242.

The licensee plans to submit the LAR in the last half of December 2023, and will be requesting a 12-month review timeframe.

The licensee stated that they plan to revise the emergency plan to be consistent with the new demonstration criteria and level of detail based on the updated NUREG-0654. The licensee further stated that the change would restructure the emergency response organization to better align its staff with NRC requirements and the needs of the station. The licensee will utilize advancements in technology that have improved its ability to assess dose and to communicate with offsite organizations. These advancements will allow for enhanced responses to emergencies and successful completion of required tasks with fewer people. The revision to the emergency plan complies with federal regulations and incorporates NRC guidance into the stations plan for event response.

The licensee stated that the proposed emergency plan will include concurrence letters documenting commitments from its primary offsite response organizations, which are Washington State and Benson and Franklin Counties. The proposed on-shift staffing for Columbia has not been altered and will continue to support the NRC approved 90-minute augmentation time.

No member of the public called into the meeting. No regulatory decisions or commitments were made at the meeting. Additionally, the NRC staff did not receive Public Meeting Feedback forms.
