SUMMARY
OF NOVEMBER 15, 2018, PRESUBMITTAL MEETING WITH ENERGY NORTHWEST TO DISCUSS AN EMERGENCY CONTROL ROOM CHILLER LICENSE AMENDMENT REQUEST FOR THE COLUMBIA GENERATING STATION (EPID L-2018-LRM-0070)
On November 15, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest (the licensee) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a planned license amendment request (LAR) regarding the control room emergency chiller system for the Columbia Generating Station (Columbia). The meeting notice and agenda, dated October 24, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18298A236.
Enclosed is a list of attendees at the meeting.
During the meeting, the licensee presented information, which is available in ADAMS at Accession No. ML18317A086. The licensee's presentation outlined the licensing and technical aspects of the upcoming LAR including the scope of work, key features, and the intended schedule plan for the amendment.
The NRC staff and the licensee discussed the following sufficiency items that should be considered as part of the upcoming LAR:
- 1) A clear discussion and presentation of how the service water system is currently able to maintain the control room habitability temperature below 85 degrees Fahrenheit (°F) and the Environmental Qualification temperature below 104 °F, specifically during the summer months.
- 2) A justification why the Emergency Chilled Water System (CCH) itself should not be included in the Technical Specifications (TS) related to the proposed change relative to Title 10 of the Code of Federal Regulations Section 50.36.
- 3) A discussion of the current and the revised GOTHIC analyses that would support the amendment's proposed changes, as appropriate.
- 4) The documentation of the current Standby Service Water flow rates that are affected by the amendment.
- 5) A clear statement that the intended amendment has no physical changes to the plant equipment and no changes to TSs. Further, the changes that will be submitted in the proposed LAR will be limited to TS Bases and licensee-controlled Specifications Bases only.
- 6) Documentation, that while there are no new manual operator actions introduced by the proposed change, the modified system alignment (with the Division 1 emergency cooling coil aligned to the CCH) will require a manual start for the corresponding chiller, and thus, will require changes to operating procedures and operator training.
- 7) A description of how the applicable elements of the Human Factors Engineering program review were considered for the proposed change, such as procedure changes and impact on operator training relative to NUREG-0800, "Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR [Light-Water Reactor] Edition," Chapter 18, "Human Factors Engineering."
- 8) Its basis for reaching its conclusions particularly for review areas that are not affected by the proposed change, such as the ability to achieve and maintain safe shutdown in the event of a fire or changes to fire safe shutdown operator manual actions.
For the sufficiency items noted above, the licensee acknowledged these items as valuable elements for consideration to be included with the upcoming submittal.
