SUMMARY

On March 1, 2022, representatives of Energy Northwest, Inc. met with U.S. Nuclear Regulatory Commission (NRC) personnel on a teleconference to discuss the apparent violations identified in NRC Inspection Report Number 05000397/2021-090, dated January 13, 2022, (NRC's Agencywide Documents Access and Management System [ADAMS] Accession No. ML21347A988). The regulatory conference was held at the request of the licensee and was characterized as an NRC public meeting. The list of attendees is provided as an enclosure to this summary (Enclosure 1).

The NRC representatives discussed the preliminary White finding and three associated apparent violations that were described in the subject inspection report and provided an overview of NRCs Reactor Oversight Process for significance determination, as shown in the attached NRC presentation (Enclosure 2).

The licensees Vice President of Nuclear Generation, Site Vice President, Regulatory Affairs Manager, Chemistry and Radiological Services Manager, and the Chemistry and Radiological Services Assistant Manager for Energy Northwests Columbia Generating Station facility led the presentation of their response to the preliminary White finding and apparent violations, as shown in their enclosed presentation (Enclosure 3).

Additionally, the licensee informed the NRC they had performed a Root Cause Evaluation that provided a different perspective on the opportunities for airborne exposures of radioactive contaminants relative to the pipefitters, indicating that the Derived Air Concentration (DAC) calculation completed by both the NRC and the licensee used invalid assumptions. The licensee had not provided the Root Cause Evaluation to the NRC at the time of the conference because it was recently completed, but committed to providing the full evaluation to the NRC shortly after the conference.

At the close of the business portion of the meeting, members of the public were allowed to ask any relevant questions and interact with NRC participants. There were three interactions with members of the public and the conference participants.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this conference summary and enclosures (Enclosure 1, 2, and 3) will be made available electronically for public inspection in the NRC Public Document room or in the NRCs Agency-wide Documents Access and Management System, accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
