SUMMARY

OF APRIL 6, 2020, PRESUBMITTAL TELECONFERENCE MEETING WITH ENERGY NORTHWEST, TO DISCUSS A TECHNICAL SPECIFICATION CHANGE LICENSE AMENDMENT REQUEST FOR COLUMBIA GENERATING STATION (EPID L-2020-LRM-0022)

On April 6, 2020, a Category 1 public meeting was held by teleconference between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest (the licensee). The purpose of the meeting was to discuss a planned license amendment request (LAR) regarding a change to Technical Specification (TS) 3.8.7 Distribution Systems -

Operating, for Columbia Generating Station (Columbia). The meeting notice and agenda, dated March 24, 2020, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20084N951. Enclosed is a list of attendees at the meeting.

During the meeting, the licensee presented information which was meant to further define the pending future submission. The licensees presentation used for the meeting is available in ADAMS at Accession No. ML20093F016. The licensees presentation outlined the licensing and technical aspects of the upcoming LAR including the scope of work, key features, and intended schedule plan for the amendment.

Also during the meeting, the NRC staff and the licensee discussed sufficiency items that should be considered as part of the upcoming submittal. Those items include:

1. a description of the TS completion time change and its basis reflective of operational experience;
2. a complete list of any and all compensatory measures associated with this license amendment;
3. a description of why the bucket could not be replaced online;
4. a description of why this LAR request is not applicable to other, similar control power transformers in the plant;
5. a clear description of whether the TS completion time request applies to the replacement of the electrical bucket or its starter coil, or both.

Members of the public were not in attendance. Public Meeting Feedback forms were not received.
