TELEPHONE CONFERENCE CALL CORE PLATE HOLD-DOWN BOLTS 01 FOR SER WITH OPEN ITEMS COLUMBIA GENERAriNG STATION LICENSE RENEWAL APPLICATION November 2,2011 The U.S. Nuclear Regulatory Commission (the staff) and representatives of Energy Northwest (the applicant), held a telephone conference call on November 2, 2011, to discuss and clarify the core plate hold-down bolts Open Item (01) in staff's Safety Evaluation With Open Items for the Columbia Generating Station license renewal application (LRA).

SER Open Item 014.7.4-1, "Core Plate Rim Hold-Down Bolts" Discussion:

Staff and the applicant discussed the current status of this 01 following the Columbia Advisory Committee on Reactor Safeguards Subcommittee meeting of October 19, 2011, along with applicant's response to request for additional information (RAI) B.2.10-2, in its letter dated June 29, 2011. Part of the issue derives from the recent discovery by the applicant that Columbia does not have core plate wedges installed, as it had previously stated.

The staff expressed its open item concerns as three-fold:

1. There were no aging management review (AMR) line items for the core plate rim hold-down bolts in the LRA, covering the two aging effects of stress relaxationlloss of preload and intergranular stress cracking corrosion.
2. The applicant had not selected an option under 10 CFR 54.21 (c)(1) to demonstrate its evaluation of a time-limited aging analysis (TLAA) for stress relaxation. Furthermore, if option (iii) were to be selected, then the applicant does not have an aging management plan in place that contains an active set of tasks that would demonstrate management of the issue.
3. Since the applicant has applied for a deviation to not pelform the inspections recommended by BWRVIP-25, this lack of any set of tasks hinders the staff's ability to conclude that management of aging for these bolts will take place during period of extended operation (PEO).

The applicant provided some discussion regarding its intent to add AMR line items covering the bolts and the two aging effects of loss of pre-load and stress corrosion. In addition, the applicant presented its thinking regarding potential plans to install core plate wedges prior to PEO.

The staff and the applicant agreed that the following actions will be taken as a result of the call:

1. The applicant will provide a revised response to RAI B.2. 1 0-2 and send it to the staff by November 4, 2011, including in this revision any AMR line items, and its plan to address how it would manage the above-mentioned aging effects, or install core plate wedges, or provide another explanation for resolving the issue.
2. The staff will review its original RAI 8.2.10-2 to ensure that all portions are clearly directed at aging management and issues during PEO.

3. If further questions arise on this, then the staff will issue follow-up RAI(s).

The staff and the applicant agreed that the call was useful in understanding the status of the 01 and what was needed to close it out.
