Letter from Energy Northwest to NRC, Submittal of Fourth 10-Year Inservice Testing (IST) Program Plan, dated April 23, 2015 (ADAMS Accession Number ML15113A503)

Dear Sir or Madam:

In the referenced letter, Energy Northwest submitted the fourth 10-year interval Inservice Testing (IST) Plan and identified the end date of the interval as December 12, 2024. Energy Northwest is informing the U.S. Nuclear Regulatory Commission (NRC) of the intent to extend the current fourth 10-year interval of the Columbia Generating Station IST Program past its planned end date of December 12, 2024, by one year. This notification is provided in accordance with the recommendation in Section 3.3.1 of NUREG-1482, Guidelines for Inservice Testing at Nuclear Power Plants, that a licensee inform the NRC of any extension before the date that would have been the end of the current interval.

Extension of the interval is allowed by the American Society of Mechanical Engineers (ASME) Operation and Maintenance (OM) Code. This extension is made pursuant to ASME OM Code 2004 Edition, 2005 and 2006 Addenda, sub-article ISTA-3120(d),

Inservice Test Interval that is incorporated by reference in paragraph (a) of 10 CFR 50.55a and provides allowance for inservice test intervals to be extended or decreased by as much as one year. As required by the Code, this extension will not cause successive intervals to be altered by more than one year from the original pattern of intervals.
