OF TELEPHONE CONFERENCE CALL HELD ON JANUARY 20, 2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENERGY NORTHWEST, CONCERNING THE REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE COLUMBIA GENERATING STATION, LICENSE RENEWAL APPLICATION (TAC NUMBER ME3058)

The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on January 20, 2011, to discuss and clarify the NRCs request for additional information (RAI) concerning the Columbia Generating Station, license renewal application. provides a listing of the participants and Enclosure 2 contains a listing of the RAIs discussed with the applicant, including a brief description on the status of the items.

TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS January 20, 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest, held telephone conference calls on January 20, 2011, to discuss the following request for additional information (RAI) concerning the Columbia Generating Station (CGS) license renewal application (LRA).

RAI 4.2-1 Discussion: The staff discussed the BWRVIP-74-A, "BWR Vessel and Internals Project, BWR Reactor Pressure Vessel Inspection and Flaw Evaluation Guidelines for License Renewal,"

equivalent margins analysis (EMA) data does not include ASME Code,Section II, SA-508 alloy steel or carbon steel.

The applicant discussed that NEDO-32205-A is the basis document referenced in BWRVIP-74-A. The NEDO-32205-A does not include SA-508 material but references NUREG/CR-5729, which includes SA-508 material in the J-R curves but does not include stress analysis and a postulated flaw parameter for SA-508 forgings.

The staff discussed alternatives to provide projected calculations. The staff's RAl letter dated, December 20, 2010, will not change.

D-RAI 4.3-09 In response to RAI 4.3-06, dated November 11, 2010, the applicant provided the basis for not selecting the core shroud supports, main steam shell nozzles, and LPCI nozzle thermal sleeves as additional environmentally-assisted fatigue analysis locations.

Discussion: The staff discussed the applicants plant-specific configuration may contain locations that have a cumulative usage factor (CUF) which should be analyzed for the effects of the reactor coolant environment other than those identified in NUREG/CR-6260.

The applicant understands the question and requests a formal RAI letter. The applicant also discussed their concerns with the timeliness of their response.

The staff discussed alternatives in the timeline to provide an adequate response. The staff will send a formal RAI, numbered RAI 4.3-09.
