COLUMBIA GENERATING STATION, DOCKET NO. 50-397 2023 ANNUAL ENVIRONMENTAL OPERATING REPORT
Dear Sir or Madam:
This letter is submitted pursuant to Section 5.4.1 of the Columbia Generating Station (CGS)
Environmental Protection Program (EPP), Appendix B to the Facility Operating License No.
NPF-21, which requires Energy Northwest (EN) to submit an Annual Operating Report for the EPP to the Nuclear Regulatory Commission (NRC) for the prior calendar year.
There was no instance of EPP noncompliance and no change in station design or operation, tests, or experiments that involved an unreviewed environmental question.
On June 13, 2023, during Refueling and Maintenance Outage 26 (R26), maintenance activities on the Reactor Feedwater (RFW) Drive Turbine (DT) system resulted in the loss of Mobil DTE 732 turbine lubricating oil to the plant service water system (TSW). This event resulted in a nonroutine report pursuant to 10 CFR § 50.72(b)(2)(xi), which was completed on June 13, 2023: NRC Notification Event Number 56572.
A summary of the effluent data reported on the discharge monitoring reports to the Energy Facility Site Evaluation Council (EFSEC) is provided in the Attachment.

(e) 5.6 9.4 1.27e+009 Under the new NPDES permit effective July 1, 2023, quarterly whole effluent toxicity testing is not required and was not performed in the third and fourth quarters of 2023. The bioassay results for quarter 1 and 2 of 2023 were favorable with no acute toxicity detected in the test concentration representing the acute critical effluent concentration (ACEC). The ACEC equals 11% effluent.
(a) Average daily discharge for the month.
(b) Maximum daily discharge for the month.
(c) No permit limit for copper.
(d) Chromium limits are: 8.2 ug/L monthly average, 16.4 ug/L daily maximum.
(e) Zinc limits are: 53 ug/L monthly average, 107 ug/L daily maximum.
(f) Heat Load (June through October only) limit: 1.27e+009 kilocalories per day (kcal/day) monthly average. (Renewed NPDES Permit effective July 1, 2023, marking the start of heat load reporting.)
