SUMMARY

OF MAY 2, 2016, PUBLIC MEETING WITH ENERGY NORTHWEST TO DISCUSS UPCOMING LICENSE AMENDMENT REQUEST REGARDING PORTIONAL RECLASSIFICATION OF THE REACTOR WATER CLEANUP SYSTEM FOR COLUMBIA GENERATING STATION (CAC NO. MF7591)

On May 2, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Energy Northwest, the licensee, at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensee's upcoming license amendment request (LAR) regarding a portional reclassification of the Reactor Water Cleanup System for Columbia Generating Station. The meeting notice and agenda, dated April 20, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16111A014. A list of attendees is provided as Enclosure 1.

The licensee's presentation, available at ADAMS Accession No. ML16134A182, included an outline of the change, a system description, the approach, reason and technical evaluations associated with the LAR, and the changes to the licensing basis associated with the change.

The NRC staff queried the licensee about the reason for the upcoming request, and discussed appropriate classifications of structures, systems, and components (SSCs), and the system classifications per NRC Regulatory Guide (RG) 1.26, "Quality Group Classifications and Standards for Water-, Steam-, and Radioactive-Waste-Containing Components of Nuclear Power Plants."

The licensee acknowledged the NRC staff's inquiries concerning SSCs and RG 1.26 and discussed the system's conformance with those standards. The licensee also expounded on the reason for the future LAR associated with the licensee's application of Title 1O of the Code of Federal Regulations Section 50.59.
