OF TELEPHONE CONFERENCE CALL HELD ON AUGUST 3, 2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENERGY NORTHWEST, CONCERNING THE RESPONSE TO THE REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE COLUMBIA GENERATING STATION, LICENSE RENEWAL APPLICATION (TAC NO. ME3058)

The U.S. Nuclear Regulatory Commission and representatives of Energy Northwest (the applicant), held a telephone conference call on August 3, 2011, to discuss and clarify the response to the request for additional information (RAI) concerning the Columbia Generating Station, license renewal application.

Enclosure 1 provides a listing of the participants and Enclosure 2 contains a listing of the RAI discussed with the applicant, including a brief description on the status of the item.

The applicant had an opportunity to comment on this summary.

TELEPHONE CONFERENCE CALL COLUMBIA GENERATING STATION LICENSE RENEWAL APPLICATIONS AUGUST 3. 2011 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Energy Northwest (the applicant), held telephone conference calls on August 3, 2011, to discuss the following response to the request for additional information (RAI) concerning the Columbia Generating Station (Columbia) license renewal application (LRA).

Response to RAI 4.3-02 and RAI 4.3-04:

'There is a generic stress report for these penetrations; however, as this is a generic analysis and not a Columbia-specific analysis, it is not considered a Columbia CUF of record and thus is not a Columbia TLAA."

The staff discussed how did the applicant come across the generic analysis during its search and was the analysis referenced, found, or used.

The applicant discussed coming across a generic analysis during a keyword search of "stress report" in its passport database. The applicant stated that the generic document was not used in Columbia and was not referenced anywhere.

The staff concerns have been resolved by the applicant's clarification.

The staff will not send an additional RAI.

Response to RAI4.3-03:

"As stated in LRA Section 4.3.2.2 and again in Appendix B, Section B.2.24 (Fatigue Monitoring Program), the Fatigue Monitoring Program not only counts cycles but also incorporates the BWR Vessel Internals Program to ensure that the jet pump gaps remain below the analyzed gap."

The staff discussed that the Fatigue Monitoring Program, refers to the use of the BWR Vessel Internals Program by checking the jet pump set screw gaps each outage to manage fatigue and if any out of specification gaps are found, it wi" calculate the additional fatigue accumulated by the jet pumps due to those gaps. Since these inspections are an important aspect of managing fatigue of the jet pumps, the staff discussed a Final Safety Analysis Report (FSAR) supplement to incorporate the BWR Vessel Internals Program managing fatigue for the jet pumps with these inspections.

The applicant understands the staff's concerns and will provide a LRA supplement.

The staff will not send an additional RAI.
