SUMMARY

OF THE JUNE 5, 2007, MEETING WITH THE LICENSEE TODISCUSS PRE-APPLICATION ISSUES RELATED TO A FUTURE EXTENDED POWER UPRATE AMENDMENT APPLICATION (TAC NO. MD5531)On June 5, 2007, the Nuclear Regulatory Commission (NRC) staff held a Category 1 publicmeeting with representatives of Nuclear Management Company (NMC) at EXCEL offices located at 11921 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss various programmatic, schedular, and technical aspects regarding the licensee's future application for an extended power uprate (EPU) license amendment. A list of attendees is provided as Enclosure 1. The licensee's handout material has been docketed and is publicly available at Accession No. ML071580606.NMC presented a brief overview of its operational strategy, project strategy, proposed submittalformat, and planned concurrent submittal process. NMC also provided a description of its steam dryer evaluation status, as well as intended Phase I and Phase II modifications. NRC staff stated that for the steam dryer evaluation, NMC should submit completed results in the EPU submittal as opposed to a work in progress.The licensee provided a draft sample of the new NMC EPU license amendment request formatto solicit NRC feedback on the report format. The NRC staff's feedback was positive. Due to its draft status, all copies were collected by the licensee prior to the end of the meeting.The NRC staff noted the short turnaround time (about 12 months) the licensee proposed forNRC review of the EPU amendment. It appears to be shorter than previous EPU reviews and did not appear to allocate additional time for the staff's acceptance review of the initial application. Based on past experience, there is no reason to assume that the staff can adhere to the proposed Monticello EPU schedule. The staff asked the licensee to carefully consider all possible measures to save review time, and meanwhile plan for the contingency that the staff's review may not be completed within the 12-month time frame.Before the meeting adjourned, the public was given the opportunity to communicate with theNRC staff both verbally and through the use of public meeting feedback forms. No comment or feedback was received at this time.
