SUMMARY
OF THE OCTOBER 10, 2023, PUBLIC MEETING TO DISCUSS MONTICELLOS CONDENSATE BACKWASH RECEIVING TANK FATIGUE EVALUATION On October 10, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Northern States Power Company, a Minnesota corporation (NSPM) regarding Monticello Nuclear Generating Plant, Unit 1 (MNGP),
Condensate Backwash Receiving Tank Fatigue Evaluation. Participants included personnel from the NRC, NSPM and members of the public.
The public meeting notice can be found in the Agencywide Documents Access and Management Systems (ADAMS) Accession No. ML23275A003. This meeting notice was also posted on the NRC public website.

SUMMARY
The purpose of this meeting was to discuss Monticello's Subsequent License Renewal Application (SLRA) Section 4.6.3, Condensate Backwash Receiving Tank Fatigue Evaluation related to Monticello Nuclear Generating Plant, Unit 1 SLRA Breakout Audit Questions, page 72 (ML23214A242).
The applicant described the issue with the existing calculation on the cumulative usage factor of the condensate backwash receiving tank and communicated a new calculation was being performed. The applicant explained that the new fatigue evaluation would use correct transient cycles. The applicant also indicated that it would submit a Supplement around mid-November with a revised fatigue evaluation.
The applicant explained that, if the revised fatigue evaluation shows that the tank continues to meet the fatigue design limit for the subsequent period of extended operation, the tank would not need a structural modification. If the revised fatigue evaluation shows that the tank needs a structural modification, the applicants Supplement would address the modification to reduce the accumulation of the cumulative usage factor of the tank.
