SUMMARY
OF FEBRUARY 8, 2018, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL EXEMPTION FROM FIRE PROTECTION REQUIREMENTS AT MONTICELLO NUCLEAR GENERATING PLANT UNITS 1 AND 2 (EPID L-2018-LRM-0007)
On February 8, 2018, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, a Minnesota Corporation, doing business as Xcel Energy (Xcel Energy). The purpose of the meeting was to discuss a potential exemption request from Title 10 of the Code of Federal Regulations (10 CFR), Appendix R, fire protection requirements. The meeting notice and agenda, dated January 26, 2018, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML18026A635. A list of attendees is provided as Enclosure 1.
The licensee presented information (ADAMS Accession No. ML18039A089) related to the potential exemption request. The licensee presented an overview of the planned application.
The NRC staff queried the licensee on the possible combustion sources in the area of concern and stated that the application should consider how to control those sources. The staff identified that the slide presentation did not include a discussion of the need for the exemption.
Xcel Energy indicated any submittal would include more detail with regard to the need for the exemption. There was discussion if a risk-informed or deterministic exemption was appropriate.
The NRC staff stated that if the exemption request relied upon risk insights then a quantitative assessment of the risk to support Regulatory Guide 1.17 4, including the change in risk, and the licensee's disposition of probabilistic risk assessment peer review facts and observations and their impact on the submittal should be included. The licensee stated that they would consider the NRC staff's comments in preparing the request.
