Document Contro l Desk L-MT-23-041 Page 2 Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy hereafter "NSPM", is submitting a response to a request for confirmation of information (RCI) to the Subsequent License Renewal Application, listed in Reference 1.

In an email from the NRC to NSPM, listed in Reference 2, the NRC transmitted Set 1 of the RCls. The response to Set 1, listed in Reference 3, was provided along with Supplement 4. In another email from the NRC to NSPM, listed in Reference 4, the NRC transmitted Set 2 of the RCls. The enclosure to this letter provides the response for that information.

Summary of Commitments This letter makes no new commitments and no revisions to existing commitments.

Monticello Nuclear Generating Plant Docket 50-263 L-MT-23-041 1 Page 1 of 2 RCI B.2.3.21-1 Regulatory Basis:

Part 54 of Title 10 of the Code of Federal Regulations (10 CFR), Requirements for Renewal of Operating Licenses for Nuclear Power Plants, is designed to elicit application information that will enable the U.S. Nuclear Regulatory Commission (NRC) staff to perform an adequate safety review and the Commission to make the necessary findings. Reliability of application information is important and advanced by requirements that license applications be submitted in writing under oath or affirmation and that information provided to the NRC by a license renewal applicant or required to be maintained by NRC regulations be complete and accurate in all material respects. Information that must be submitted in writing under oath or affirmation includes the technical information required under 10 CFR 54.21(a) related to assessment of the aging effects on structures, systems, and components subject to an aging management review.

Thus, both the general submission requirements for license renewal applications and the specific technical application information requirements require that submission of information material to NRCs safety findings (see 10 CFR 54.29 standards for issuance of a renewed license) be submitted by an applicant as part of the application.

Background:

By letter dated January 9, 2023, (Agencywide Documents Access and Management System

[ADAMS] Package Accession No. ML23009A352), and supplemented by letter dated April 3, 2023 (ML23094A136), June 26, 2023 (ML23177A218), July 13, 2023 (ML23193B025), July 18, 2023 (ML23177A218), August 15, 2023 (ML23227A175), August 28, 2023 (ML23240A695), and September 5, 2023 (ML23248A474), Northern States Power Company, a Minnesota corporation (NSPM, the applicant), submitted an application for the subsequent license renewal of Renewed Facility Operating License Nos. DPR-22 for the Monticello Nuclear Generating Plant, Unit 1 (MNGP), to the U.S. Nuclear Regulatory Commission (NRC). MNGP submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for subsequent license renewal.

Between February 27, 2023 and May 25, 2023, the NRC staff conducted audits of MNGPs records to confirm information submitted in the Monticello subsequent license renewal application.

Request:

During the audit, the staff reviewed several documents that contain information which will likely be used in conclusions documented in the Safety Evaluation (SE). To the best of the staff's knowledge, this information is not on the docket. Any information used to reach a conclusion in the SE must be included on the docket by the applicant. We request that you submit confirmation that the information gathered from the documents and listed below is correct or provide the associated corrected information.

RCI No. B.2.3.21-1:

Based on the audit review of Report No. 1200191.403.R0, Soil Analysis Results for Monticello Nuclear Plant, dated February 10, 2014, the staff noted the following with respect to six soil corrosivity samples taken around the site. Confirm that the following information is accurate:

  • Saturated soil resistivity ranged from 8,400 to 36,400 ohm-centimeters.
  • pH ranged from 7.5 to 8.1.
  • Redox potential was either N/A or -34 millivolts.
  • Sulfates ranged from 0.7 to 10 milligrams per kilogram.
  • Soil moisture ranged from 3.9 to 5.8 percent.

Response to RCI B.2.3.21-1:

This information has been confirmed to be correct as stated except that only five soil samples were taken from around the site for corrosivity analysis. One of the samples listed in Report No.

1200191.403.R0 (sample identified in the report as MNP04) came from backfill material stockpiled for restoration activities and so would not be considered to come from the site itself.

The sample was included as representative of the conditions of soil/backfill at the site immediately after the backfill is placed. Note that exclusion of the sample identified as MNP04 would change the lower range of sulfates from 0.7 to 0.9 milligrams per kilogram for the properties identified in this RCI. No other property ranges would be affected if soil sample MNP04 was excluded.
