SUMMARY

OF THE MARCH 31, 2014, MONTICELLO PUBLIC MEETING TO DISCUSS THE 2013 ANNUAL ASSESSMENT RESULTS On March 31, 2014, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting at the Monticello Community Center in Monticello, Minnesota, to discuss the 2013 annual assessment results for Monticello Nuclear Generating Plant. Enclosed is a list of attendees for the meeting.

A copy of the slides used by the NRCs staff during the meeting is located in ADAMS at Accession Number ML14108A401 and a copy of the slides used by the licensee staff is located in ADAMS at the Accession Number ML14108A405.

At the meeting, the NRC provided an overview of the reactor oversight program, the results of the 2013 annual assessment for Monticello, and the NRCs inspection plans for 2014. The NRCs presentation was followed by statements from the Xcel Energy Chief Nuclear Officer as well as the Monticello Site Vice President and other site management which included site priorities moving forward, information on the yellow finding for flooding mitigation, as well as information on the status of recent dry cask welding issues. Cynthia Pederson, the Regional Administrator for the NRCs Region III Office, acknowledged the information provided by the Monticello officials and noted the degrading Monticello Performance. She emphasized the need for performance improvement in 2014 and highlighted the fact that Monticello was one of nine plants in the nation assessed in the Degraded Cornerstone Column (Column 3) of the NRCs Action Matrix, and was the only plant in Region III with a substantive cross-cutting issue in the area of human performance.

After the business part of the meeting ended, NRC and Monticello representatives listened to comments and addressed several questions from the public.
