SUMMARY

OF MARCH 25, 2021, MEETING WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, RELATED TO A PLANNED LICENSE AMENDMENT TO ADOPT ADVANCED FRAMATOME METHODS (EPID L-2021-LRM-0021)

On March 25, 2021, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of Northern States Power Company, doing business as Xcel Energy (Xcel Energy, the licensee). The purpose of the meeting was for Xcel Energy to provide information about a planned amendment for Monticello Nuclear Generating Plant (Monticello). The planned amendment would allow for the licensee to transition to the Framatome ATRIUM 11 fuel design using advanced Framatome methods. The meeting notice and agenda, dated March 3, 2021, are available in Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21063A110. The licensee presented information on the content and timing of the planned amendment. The licensee stated that the amendment would address applicable NRC guidance and would allow for the use of the ATRIUM 11 fuel design beginning in 2023. The licensee plans to submit the license amendment request by July 2021.

The licensee discussed the use of advanced Framatome methods to support the planned ATRIUM 11 fuel deployment. The licensee included a list of generic reports to be used for the planned amendment and referenced previously approved advanced Framatome methods for other licensees. The NRC queried the licensee on the use of the Best Estimate Enhanced Option III (BEO-III) methodology. The licensee responded that all advanced methods topical reports used for the planned amendment request will have received NRC approval prior to the submittal.

Additionally, the licensee presented the planned technical specification changes. The NRC staff queried the licensee on the analyses to be included with the planned amendment request. The licensee responded with an intent to submit equilibrium cycle reports with the application. The NRC staff indicated the importance of ensuring the analyses are bounding for cycle specific parameters. The NRC staff also recommended including short term containment pressure and temperature response, long term suppression pool temperature response, and the impact on the licensed containment accident pressure used for the calculation of net positive suction head

for emergency core cooling and containment heat removal pumps. The NRC staff also recommended addressing the impact of fluence on the reactor pressure vessel.
